You will serve as a Program Analyst for the Instrument Systems and Technology Division in the Engineering and Technology Directorate located at Goddard Space Flight Center or Wallops Flight Facility. You will coordinate with supervisors within the respective division and division management to provide management and administrative support in the areas of human resources management, project/program staffing activities, and data analysis in support of NASA's science and exploration missions.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Performs analysis on a variety of internal and external complex data for business operations related to human capital functions using advanced and innovative data analytics tools and methods.
Operates as a liaison to the Human Resources Office and Human Resources Business Partner to provide assistance to the organization, and works directly with management.
Retrieves and analyzes data to identify resource trends in support of management and team goals, initiatives, and programmatic needs.
Works closely with organization management and workforce team to provide recommendations, strategic planning, workforce planning, staffing efforts, and performance management activities.
Partners with multiple stakeholders to create and evaluate new strategies and process improvements.

Requirements
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.
- Duty location will be determined upon selection and will be at one of the locations listed on the announcement. Selectee(s) will be required to work ON-SITE at the duty location selected.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level
Assisting in the analysis of business operations to improve or facilitate organizational human capital, workforce planning, or other similar personnel program areas;
Applying established data analytics methods and techniques to support data management activities; and
Assisting in preparing reports and communicating data to various customers.
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field
OR
d) LL.M., if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:
Analyzing business operations to improve or facilitate organizational human capital, workforce planning, or other similar personnel program areas;
Applying data analytics methods and techniques to identify potential improvements to data management activities; and
Preparing reports and communicating data to various customers.
