You will serve as a Program Analyst within the Program Analysis Office, Program Planning, Analysis and Evaluation Branch (Code 153.1) at the Goddard Space Flight Center. In this role, you will be performing independent program analysis activities for budget execution, budget formulation, and resources oversight of GSFC Research and Development (R&D) Direct and Reimbursable Projects & Programs.
Duties
Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Serves as Program Analyst under the OCFO Program Analysis Office and the Program Planning and Analysis and Evaluation Branch.
Performs independent program analysis activities for budget execution, budget formulation, resources oversight and Performance metrics analysis of GSFC Research and Development (R and D) Direct and Reimbursable Projects and Programs.
Provides center-level integrations of Direct and Reimbursables Project and Program resources and performance data for center-level analysis and evaluations, and responds to actions from Senior Center Management.
Provides guidance and reviews the Projects and Programs Phasing Plans and PPBE (Planning, Programming, Budgeting and Execution) submissions.
Reviews, consolidates, and analyzes data for all Budget Formulation, Budget Execution and Programmatic actions and activities and presents results to CFO and Center Management.
Monitors plans vs actuals and programmatic metrics for MSR (Monthly Status Review) Reported Projects.
Provides an independent assessment of all R and D Program In-House Cost Estimates exceeding $50M per GPR 5100.5B.
Serves as OCFO representative for R and D projects at project status reviews and program analysis subject matter expert on proposal review teams.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level.
Performing budget formulation, budget execution and performance analysis of complex Direct and Reimbursable program/project budget(s) across an organization or center activities;
Evaluating, planning, or directing the analytical or evaluative work related to the development and presentation of budget plans and programs;
Performing integration, consolidation and reporting analysis for all budget and performance related activities.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level.
Managing budget formulation and execution and performance analysis of complex Direct and Reimbursable program/project across an organization or center activities;
Evaluating, planning, and directing the analytical or evaluative work related to the development and presentation of budget plans and programs;
Performing and leading integration, consolidation, and reporting analysis for all budget and performance related activities.
