The Primary Purpose of this position is to serve as the MAJCOM Program Manager for all information protection programs within the command Area of Responsibility.
Duties
As the lead and technical authority Headquarters Pacific Air Forces in the Pacific Theater for the command Information Protection Security Programs.
Represents HQ PACAF Director of Information Protection on all Information Protection matters associated with plans, policy, requirements, and oversight supporting the execution of operational mission of Headquarters Pacific Air Force Staff, three Number Air Forces (NAF), PACAF nine warfighter Wings and tenant units.
Provides direct support, senior-level security expertise and direction to the civilian and military work forces at Headquarters Pacific Air Forces, numbered Air Forces, Wings, and/or bases assigned, and serves as the PACAF representative for all related Information Security issues.
Serves as the command OPSEC Program Manager and adjunct program manager for the Insider Threat Program, Personnel Security Program, Information Security Program, Industrial Security Program, Freedom of Information and Privacy Act programs.

- Completion of the Air Forces (AFFOR) course is required within 3 months of the established EOD or initial assignment date.
- Completion of Air War College is preferred to demonstrate the ability and knowledge to work and coordinate as a member of the Commander’s staff.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of a wide range of concepts, principles, practices, regulations, and laws applicable to information security; as well as extensive knowledge of the overall Information Protection program to include Acquisition Security, Program Protection, Information Security, Physical Security, Personnel Security, Operations Security, Foreign Disclosure, and Information Assurance in order to serve as a technical authority for assignments requiring the application of new theories and developments to security issues not commonly resolved by standard accepted security methods, technology, or procedures and resolve major conflicts in policy and program objectives. Such knowledge is required for leading or participating as the AF representative in agency/interagency study groups for resolving problems through use of innovative solutions and advising top level agency security managers on new developments and advances in security techniques.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery knowledge of a wide range of information security specialties, concepts, principles, criteria, technology, and practices to analyze to resolve issues.
Expert knowledge of staff operations functions in order to develop and implement innovative approaches and solutions to staff operations issues and to provide definitive input on how proposed changes would be detrimental or would enhance the MAJCOM mission and objectives. Knowledge of a wide range of qualitative and quantitative methods for assessing and directing command staff plans and programs.
Ability to plan, organize, and direct the function and staff of a small to medium sized organization and extensive public relations experience in dealing with a broad range of senior leaders, foreign dignitaries, visiting Congressional staff, state, and local officials.
Broad and extensive knowledge of DoD, AF budget and programming policies, procedures, and programs as they relate to management of the DoD, AF, and MAJCOM programming and budgeting processes. With in-depth knowledge of multiple security disciplines including operations, personnel, industrial, physical, etc.
Knowledge of the intelligence and other organizations enterprise to support and promote information sharing and strategies. Ability to communicate effectively both orally and in writing with a delivery that is authoritative with strategic and technical accuracy. Extensive public relations experience in dealing with a broad range of senior leaders, foreign dignitaries, visiting Congressional staff, state, and local officials.
Expert knowledge in analytical theories, processes, programs, and practices. This person must have the ability to leverage unsupervised critical thinking with ability to judge unstable environments, negotiate and deescalate mission critical situations in highly complex and ambiguous situations (ODNI Proficiency Level 4-Expert). For example, the ability to overcome language and cultural barriers of various countries. Interpret international technical security requirements and merge with US standards.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
