The primary purpose of this position is to serve the MAJCOM Special Access Program (SAP) Security Specialist with oversight for NAF and Wing Program Security officers and security programs. Serves as subject the matter expert and security advisor to senior MAJCOM, NAF, and Wing leadership on USAF, DoD, and National level SAP policy and management.

Duties

As the subject expert matter (SME), employee develops and plans SAP/SAR security requirements. Responsible for the management and the writing of technical data into formal briefings for the development of recommendations on risk identification, avoidance, and mitigation for PACAF special access programs. Responsible for the administration and oversight of the physical security management responsibilities within the Pacific Air Force Installations. Employee is fully responsible for security oversight for the Automated Information System (AIS) Security Program through evaluation, reviews, and inspections. Evaluates, administers, and develops goals, plans, and MAJCOM/Wing security education guides, briefings, and policies, administers PACAF's Special Access Industrial Security Programs, and reviews, oversees, and reports the progress of PACAF Installation Logistic programs.

  • The employee will be required to have, or obtain, and maintain a Top Secret security clearance with access to Special Access Required and Sensitive Compartmented Information. This position is a national security position.

  • This posn is subject to provisions of the DoD Priority Placement Program. The position is designated for drug testing.

  • Eligible for a Cost-of-Living-Allowance (COLA) which is subject to change without notice.
  • Knowledge of SAP computer systems networking and programs such as Outlook, Access, Word, PowerPoint, and Excel is required for performance of duties.
  • Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Asset Protection Professional Certification (SAPPC) conferrals are required within 2 years of the established employee EOD
  • Or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification.
  • The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.
  • This certification requirement only applies to employees hired onto this position on or after 14 March 2016.
  • Incumbent employees assigned on or before 13 March 2016 are not required to obtain the DoD certification(s) listed above.
  • The employee is required to take a random counter-intelligence polygraph and submit to additional background checks as a condition of employment and/or continued access to the SAP.
  • The employee may be required to work other than normal duty hours and tours of duty such as overtime, weekends, callback, uncommon tour of duty, holidays, etc. May be required to carry a cell phone or beeper.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternatives for filling of the position during an emergency are not available.
  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: Expert knowledge of collateral and SAP security management and administration to independently analyze and resolve difficult and highly-complex security problems to operationally employ extraordinarily sensitive special operations platforms and capabilities. Comprehensive knowledge of DoD special access program security policies, instructions, and procedures for the execution of program-specific security policy and procedures coordinated among multiple organizations throughout the MAJCOM in a variety of work situations to achieve multiple security objectives. Mastery of a broad range of security program relationships, and proficiency in information, personnel, physical, operations, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. Expert knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of security program relationships, and expertise in communications, information, physical, personnel, and industrial security. Knowledge of required security training concepts, programs, procedures, and practices and ability to present clear, concise, complete, accurate and timely classroom and on-the-job training. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the special access program for the command. Ability to recognize and analyze complex analytical problems, conduct research, summarize results, and make appropriate recommendations for resolution. Ability to effectively communicate orally and in writing and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
