The Tax Division is seeking a Litigation Support Supervisor to supervise Litigation Support Case Managers, contractors, and other Automated Litigation Support staff. Serves as the primary Contract Officer Representative (COR) for all litigation support contracts, performs project and case management duties, and is an authority on automated litigation support activities.

As a Litigation Support Supervisor GS - 0301 - 14, you will be responsible for performing duties which include, but are not limited to the following: Leads a team of employees and contractors. Establish guidelines and performance expectations for staff which are communicated through the formal employee performance management system. Manages the technology components of legal cases; advises legal teams on e-Discovery and case technology best practices; develops and manages analysis and review of workflows, taking time frames into account, and establishes procedures and safeguards to ensure the integrity of the process. Ensures systems and processes follow legal and organizational standards, policies, and procedures for client confidentiality of information, attorney work products, and personally identifiable information in accordance with applicable regulations. Provides support in assessing taxpayers' automated records systems (electronic files, images, databases, discs, and other machine sensible data used by large corporations, other large taxpayers, accounting firms, and law firms) and in developing e-Discovery requests. Ensures that training for counsel, trial team members, support personnel, and others in use of litigation support software and equipment is provided. Serves as Contracting Officer Representative for assigned vendors to provide litigation support services, prepare requests for proposals, award projects for case managers, and monitor contractor performance.

Requirements

  • You must be a United States Citizen or National.
  • You will need to successfully complete a pre-employment background security process pending completion and adjudication of the background investigation before you can be appointed to the position.
  • You may be required to complete a one-year probationary period.
  • A Background Investigation, Drug Test and Credit Check required.
  • You may need to submit to a drug test and receive a negative drug test result before you can be appointed into this position.
  • This is NOT a remote position. You will be required to work in person at our Washington, DC offices. However, some Telework may be authorized.
  • You will be required to complete a Financial Disclosure Report, SF-278 before entrance-on-duty and will be required to provide this information annually thereafter.

Qualifications

To qualify for the position of Litigation Support Supervisor at (GS-0301-14), you must possess the required specialized experience specific to this series and grade. To qualify at the GS-14 grade level you must possess the following: One year of specialized experience equivalent to the GS-13 or higher grade level in the Federal service or equivalent experience in the private sector, which demonstrates the knowledge, skills and abilities necessary to perform the duties of the position. Examples of specialized experience include: Leading a team of employees and contractors and/or serving as Contracting Officer Representative for assigned vendors to provide litigation support services. Advising attorneys on appropriate workflow to best handle e-Discovery; Consulting with internal and external Counsel, leadership, agency staff and other Department components; Advising attorneys on statutory limitations for receipt and collection of materials under the Stored Communications Act (SCA); and Managing contract creation, analysis, and/or execution. Certifications - preferred but not required: Federal Acquisition Certification in Contracting (FAC-C) Level 1 -or- a current Defense Acquisition Workforce Improvement Act (DAWIA) Level 1 Certification. Time in Grade Requirement: Current government employees on a permanent appointment in the competitive service must demonstrate one year (52-weeks) at the next lower grade level to meet the time-in-grade requirements for the occupational series and grade.
