THIS IS A NORTH DAKOTA NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This ND National Guard position is for a PERSONNEL SECURITY SPECIALIST, Position Description Number D2481000 and is part of the ND J2, National Guard.
Duties
The primary purpose of this position is to serve as a Personnel Security Specialist, responsible for processing personnel security clearances and all tasks related to the adjudication of personnel suitability case files.
As the state's Primary Adjudicator performs suitability adjudications/determinations for the fitness and suitability of civilian employees, contractors and/or applicants for initial and continuing employment retention.
Receives, reviews, and submits requests for personnel clearances for serviced civilian, contractor, and military personnel.
Checks the request for completeness and accuracy and contacts the Unit Security Manager, Supervisor, points of contact at the serviced units, and/or the individual subject of the background/clearance investigation for any questions or corrections that are required.
Establishes relationship and maintains constant contact with US Army Intelligence and Security Command Security Operations Center (ISOC) to receive, respond and process Continuous Evaluation (CE) Alerts in regards to derogatory incidents discovered by ISOC.
Provides reports, as required, for status on pending or current investigations or periodic reinvestigations.
Requirements

- This is an excepted service position that requires membership in a compatible military assignment in the ND National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Applicants who are not currently a member of the ND National Guard must be eligible for immediate membership and employment in the ND National Guard in the military grade listed in this announcement.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposition is mandatory.
- You must be able to obtain and maintain a secret security clearance.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Must attend Security Manager Course 24 months from hiring.
- Must not have any disciplinary action (Article 15 or Court-Martial) for engaging in an unprofessional or inappropriate relationship as defined in applicable DoD Instructions concerning Army and Air Force Professional and Unprofessional Relationships.

MILITARY GRADES: Enlisted, Warrant Officers (WO1-CW3) and Officers (O1-O3)
QUALITY OF EXPERIENCE
Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. GENERAL EXPERIENCE:All Series GS-0080 personnel must be certified at the next higher level before being eligible for that level. You must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career level, as cited on page two. You must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. You must demonstrate the ability or have endorsements that indicate the ability to learn and perform the cited position's duties.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of commonly applied security principles, concepts, and methodologies in carrying out information, personnel, and industrial security assignments, advising operating officials, and developing guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls; experience conducting reviews, collecting and analyzing information, etc. and skill in weighing the impact of variables that influence the course of action taken in resolving security questions and issues.

EDUCATION: master's or equivalent graduate degree in a related fieldOR2 full years of progressively higher-level graduate education leading to such a degree.

An equivalent combination of work experience and education.
