THIS IS A NORTH DAKOTA NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This ND National Guard position is for a SECURITY SPECIALIST, Position Description Number D1276PND and is part of the ND J2, National Guard.
Duties
As a Security Specialist, you will develop and manage the State Personnel Security Clearance Program.
Formulates and applies security policy, procedures, systems and programs involving the loyalty and reliability of personnel.
Develops or coordinates development and implements State policy for the personnel security program.
Receives, reviews, processes and forwards requests for personnel clearances or returns request to originator for correction or additional information prior to submission. Interviews nominees or applicants, applying agency or organizational regulations regarding the type of personal security check required (i.e., national agency check, special background investigation, etc.).
Conducts local records investigations, such as local police records as required.
Use and maintain the Electronic Fingerprint (EFP) machine and connectivity to the online EFP data store.
Determines eligibility for and either grants or denies/suspends local interim security clearances.
Manages derogatory information obtained on any ARNG person and is familiar with the personnel security appeals board process.
Advises ND ARNG commanders, supervisors, and ND HRO on matters regarding investigation requirements and the continuous evaluation program, personnel assurance programs (i.e., ongoing checks on employee reliability), and related matters concerning the maintenance of current clearances and monitoring the reliability of the work force.
Serves as the State point of contact for all matters relating to the personnel security clearance program.
Coordinates security problems and issues with NGB, DoD CAF, OPM, and other investigative agencies.
Counsels, screens and advises individuals of Personnel Security Questionnaire (PSQ) proper procedures, prior to submission.
Manages a suspense system for periodic reinvestigation of Secret and Top-Secret security clearances.
Advises Chief of Staff, and the Adjutant General on personnel security matters, such as suspension of favorable actions, etc.
Requirements

- This is an excepted service position that requires membership in a compatible military assignment in the ND National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Applicants who are not currently a member of the ND National Guard must be eligible for immediate membership and employment in the ND National Guard in the military grade listed in this announcement.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposition is mandatory.
- You must be able to obtain and maintain a secret security clearance.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Must not have any disciplinary action (Article 15 or Court-Martial) for engaging in an unprofessional or inappropriate relationship as defined in applicable DoD Instructions concerning Army and Air Force Professional and Unprofessional Relationships.
- Must attend Security Manager Course 24 months from hiring.

MILITARY GRADES: Enlisted (E8 and below) and Warrant Officer (CW3 and Below)
QUALITY OF EXPERIENCE
Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. GENERAL EXPERIENCE: All Series GS-0080 personnel must be certified at the next higher level before being eligible for that level. You must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career level, as cited on page two. You must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. You must demonstrate the ability or have endorsements that indicate the ability to learn and perform the cited position's duties.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of commonly applied security principles, concepts, and methodologies in carrying out information, personnel, and industrial security assignments, advising operating officials, and developing guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls; experience conducting reviews, collecting and analyzing information, ect. and skill in weighing the impact of variables that influence the course of action taken in resolving security questions and issues.

EDUCATION:
master's or equivalent graduate degree in a related field
OR
2 full years of progressively higher-level graduate education leading to such a degree.
OR
LL.B. or J.D., if related
OR
An equivalent combination of work experience and education.
