The position will be assigned to the Training Administration and Consulting (TAC) Division, within the Office of Human Capital Services (HCS), Veterans Benefits Administration. HCS is accountable for the strategic alignment of the Administration's workforce to its mission and strategy by providing and implementing workforce services, human capital management solutions, and innovations.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 08/16/2024.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e. "30% or more Disability", and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-13 position you must have served 52 weeks at the GS-12 grade level.
For a GS-14 position you must have served 52 weeks at the GS-13 grade level.
SPECIALIZED EXPERIENCE: You may qualify based on your experience as described below:
GS-13 Grade Level:
Specialized Experience: Applicants must have one year of specialized experience at the next lower grade level GS-12. Specialized experience is defined as experience of project and program management processes with knowledge in training technologies, systems, software, and tools used in the design, development, implementation and evaluation of eLearning, computer-based, interactive multimedia learning systems to include Learning Management System platforms. Examples of specialized experience at the GS-13 may include but are not limited to:
Aiding in the development of project goals, setting expectations, and product outcomes to meet agency deadlines for implementation of training programs.
Problem solving and developing courses of action and decision briefs on existing programs and/or projects.
Assisting in the development of project schedules and integrated schedules.
Collaborating with staff resources necessary to deploy and execute training programs.
Developing and delivering briefings.
Providing guidance and consultation in training technologies.
Using Project Management controls to execute and enforce compliance.
Possessing Project/Program Manager Level 1/ Basic or Level 2/Intermediate (FAC-PPM Level2) Certification.
Monitoring quality assurance and overseeing audits of training programs.
Managing evaluation plans of training programs and reporting key evaluation measures.
Experience developing standard operating procedures to include rubrics and templates.
Experiencing collaborating with and communicating to stakeholders.
Serves as technical authority for evaluating, acquiring, and implementing eLearning platforms, software, and other interactive learning methodologies.
Experience working with content designers for eLearning, virtual and instructor-led curriculum planning and delivery, and overseeing a Learning Management System.
Experience assisting with the review, edit, and redesign of curriculum, products, and materials.
Possesses technical skills that support training material creation using technologies such as the Adobe Suite (Prime, Connect, Captivate, Presenter).
GS-14 Grade Level:
Specialized Experience: One year of specialized experience at the next lower grade level, GS-13. Specialized experience is defined as experience involving project and program management processes associated with creating and then independently controlling teams of employees and contractor staff to develop training products and programs. It also requires significant expertise in the management of large, complex, nation-wide training programs and expert knowledge in training technologies, systems, software, and tools used in the design, development, implementation and evaluation of eLearning, computer-based, interactive multimedia learning systems to include Learning Management System platforms. Examples of specialized experience at the GS-14 may include but are not limited to:
Developing project goals, setting expectations, and product outcomes to meet agency deadlines for implementation of training programs.
Problem solving and developing courses of action and decision briefs on existing programs and/or projects.
Developing project schedules and integrated schedules.
Collaborating and providing expertise to staff resources necessary to deploy and execute training programs.
Developing and delivering top-level briefings for business line or support function staff directors, and senior leadership.
In addition to the above specialized experience OPM has the following Individual Occupational Requirements:
Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. OR
Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
