THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SEXUAL ASSAULT PREVENTION AND RESPONSE COORDINATOR (SAR WF), Position Description Number T0070000 and is part of the ID G1, National Guard. THIS POSITION IS BACKFILLING A DEPLOYING TECHNICIAN . CURRENT FEDERAL TECHNICIANS ASSIGNED TO THE IDAHO NATIONAL GUARD WOULD BE TEMPORARILY PROMOTED. FOR A NEWLY HIRED TECHNICIAN, THIS POSITION IS INDEFINITE AND WILL END UPON DEPLOYING MEMBERS RETURN.

Duties

1. Serves as the Sexual Assault Prevention and Response Coordinator (SARC) to comply with Department of Defense (DOD) and National Guard Bureau (NGB) requirements to institute and administer secondary prevention and support programs and activities for sexual assault and other areas of interpersonal violence and victim needs as directed by the State CDR. Establishes sexual assault reporting process and accomplishes documentation for the State program while coordinating and collaborating with the State SAPR and subsidiary units within the State. Advises and provides direction to State personnel regarding SAPR policy, guidance, requirements, and processes. 2. Assesses the State need for the creation and/or modification of processes, procedures, contacts, and training necessary to carry out the program and meet DOD and NGB objectives. Assessments include consideration of complicating factors at the State to develop processes, procedures, and training that is effective for all parties. Implements secondary prevention programs relating to sexual assault. Assists individual commanders with addressing behaviors that lead to sexual assault through a comprehensive education and awareness program. Routinely stays abreast of state-of-the-art training materials, delivery methods, and activities to promote efficient and effective training. Consults on and coordinates activities in other areas of human relation needing secondary prevention efforts. Regularly evaluates the State sexual assault climate, programs, response capabilities, core values, and training needs. Conducts and/or assists commanders with accomplishment of mandatory annual SAPR training, commanders/leaders/supervisors, and pre/post deployment training of their unit personnel in accordance with applicable guidance. Delivers and communicates training, policy updates, and program changes for first responders. Serves as focal point for ongoing secondary prevention education and training for all State/Unit personnel, leadership, and all deploying personnel. Works in concert with the Sexual Violence, Domestic Abuse, and Sexual Harassment Primary Prevention Subject Matter Experts for secondary prevention activities related to sexual violence, domestic abuse, sexual harassment, sexist attitudes, and beliefs contributing to the continuum of harm. Collaborates with State SAPR PM, subsidiary State SARCs to include Alt SARCs, VAs and other stakeholders to create and execute plans, outreach efforts, messaging, and activities for SAPR related events to include, but not limited to, Sexual Assault Awareness and Prevention Month. 3. Builds and maintains a State response and victim support system which addresses a wide variety of issues and problems. Partners with the State/JFHQ Director of Psychological Health (DPH) and/or Behavioral Health Officer (BHO) to address intimate partner violence. Interacts with Equal Opportunity personnel and/or State Equal Employment Manager (SEEM) to address unlawful discrimination and sexual harassment. Establish contacts and relationships that directly affect victim care that may include, but not limited to: State SAPR PM, subsidiary State SARCs, to include Alt SARCs, VAs, Special Victim Council (SVC), Chaplains, Director of Psychological Health (DPH), Behavioral Health Officer (BHO), Surgeon General's Office, Provost Marshall, Staff Judge Advocate (SJA), Equal Opportunity personnel, and First Sergeants. Cultivates partnerships with civilian resources such as Veterans Affairs, Sexual Assault Nurse Examiner, local law enforcement, community mental health, medical, and crisis centers, and state coalitions. May work directly with The Adjutants General, Assistant to The Adjutants General, State Staff Judge Advocate and Public Affairs Officer to maintain victim support as requested by the State SAPR PM. Guarantees 24/7 response capability and victim advocacy by D-SAACP credentialed personnel. Coordination of victim care will be accomplished with State SAPR PM to provide a comprehensive response to victim needs. Confirms that victims are supported and have continuity of care regardless of administrative and/or legal action. Oversees the plan and secures resources for the immediate safety and physical needs of the victim. Publicizes and advertises the local and state SAPR 24/7 response line(s), the DOD Safe Helpline information, and reporting procedures for sexual assaults. Performs warm handoffs to other agencies as needed/requested/required. Assures availability of information on the full range of military and community services available. Ensures that victims are treated in a dignified, respectful, and considerate manner by all assisting personnel. Performs other duties as assigned.

Requirements

  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain/maintain Secret Security Clearance.
  • Position requires successful completion of an 80-Hour Foundation Course/SAPR training course and completion of all requirements to obtain D-SAACP Certification within 6 months of hire.
