This position is located in Social Work Services under Behavioral Health. The Rehabilitation Counselor Coordinator, otherwise known as the CWT Program Manager, is responsible for the planning, development, implementation, coordination, evaluation, and supervision of the Boise VA Medical Center's CWT Program to meet the objectives for the treatment and vocational rehabilitation of Veteran patients.
Duties
Determines Therapeutic Work Program goals, working independently and with consultation in the development of plans for the attainment of goals. The goals will embrace a seamless continuum of care, developing strategies and implementing theme to assure CWT services delivery system is integrated with other hospital services.
Serves as the discipline lead for VA medical facility vocational rehabilitation staff.
Utilizes program resources, ensuring appropriate acquisition and allocation of essential resources and account for the effective utilization of all available resources in support of program activities.
Identifies and effects changes in the organization structure of CWT to ensure confluence with anticipated changes in the treatment needs of the patient population according to National guidelines.
Considers from an informed perspective, a broad spectrum of factors when making independent programmatic decisions including VAMC/VHS performance measures ADA and labor policy, public relations, Congressional relations, labor-management relations, public policy positions, affecting other VA or non-VA organizations/activities, economic impact and other similar such considerations.
Ensures integration of program efforts/activities with medical center operations and community agencies.
Assesses potential impact of substantive developments in VA and non-VA programs and activities related to employment opportunities for the disabled.
Identifies gaps in VHA Vocational Rehabilitation services and informs VA medical facility mental health leadership of resource needs to address gaps.
Terminates TW MOA when requirements are not being met, thereby jeopardizing a safe and therapeutic TW placement site.
Ensures compliance with local and system wide program policy manuals and directives.
Conducts staff meetings as needed, participates on community task forces, and writes grants.
Provides services to veterans needing vocational rehabilitation.
Responsible for service delivery of national program initiatives in CWT program.
Develops performance standards for CWT programs.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency Requirement: Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English.
Education: 1) A master's degree in rehabilitation counseling or clinical rehabilitation counseling from a rehabilitation counseling program accredited by the Council for Accreditation of Counseling and Related Educational Programs (CACREP). If the applicant's degree was granted prior to July 1, 2017, the program must be accredited by the Council on Rehabilitation Education. OR, (2) A master's degree in counseling or clinical rehabilitation counseling from a college or university accredited by a national or regional accrediting body accredited by Council for Higher Education Accreditation (CHEA).OR, (3) A master's or doctoral degree in a related field of study with course content that emphasized rehabilitation, counseling, disability, therapy, health, employment, wellness, or human development from a college or university accredited by a national or regional accrediting body accredited by CHEA. OR, (4) Foreign graduates with a degree acceptable by the Commission on Rehabilitation Counselor Certification (CRCC). license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment.
Certification: Current, full and unrestricted certification as a certified rehabilitation counselor (CRC) from the CRCC to practice vocational rehabilitation counseling.
Grade Determinations for Rehabilitation Counselor (Coordinator), GS-12
Experience: Completion of one year of professional experience at the next lower grade level directly related to the position being filled..
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
a) Ability to address complexity of psychosocial rehabilitation factors and deliver timely and high-quality outcomes consistent with statutes, regulations and policies.
(b) Theoretical and practical knowledge of a range of rehabilitation service delivery systems for the administration and management of a clinical rehabilitation program.
(c) Ability to initiate and lead interdisciplinary groups of staff utilizing sound judgement and decision-making to improve customer service while delivering Veteran-focused and outcome-oriented health care.
(d) Knowledge of applicable accreditation bodies and standards to ensure long-term compliance.
(e) Knowledge of business administration practices such as managing participant payroll, accounting, billing, marketing, workforce development (vocational, educational and placement of Veterans) services and/or customer service to successfully operate a rehabilitation employment program.
