About the Position: Serves as a U.S. Army War College (USAWC) and Carlisle Barracks Financial Analyst within theG8/Directorate of Resource Management.
This position may be filled at the GS-07 or the GS-09 level. If selected at the GS-07 level, noncompetitive promotion to the full performance level (GS-09) is authorized.
Duties
Responsible for monitoring and tracking commitments, obligations and expenditures
Review financial transactions and verify obligations are incurred within timeframe on annual phased plan
Recommend reprogramming or transfer of funds between accounts
Prepare a variety of analytical reports
Formulate and revise the annual budget estimates for assigned portions of the installation budget
Perform special studies to identify accounting and budget deficiencies
Provide user training and assistance on resource management systems applications
Perform regular reviews of financial status and Triannual Joint Reviews with DRM Managerial Accountant
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a Secret security clearance for the duration of employment.
- This is a Financial Management Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

GS-07 LEVEL:
Specialized experience at the GS-07 Level: To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience at this level may include: 1) providing advice concerning financial directives and procedures on budgetary details; 2) identifying funding requirements for the installation; and/or3) using automated budget software to process financial transactions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-05) or equivalent pay band.
OR
Education: One full academic year of graduate level education in a field which demonstrates the knowledge, skills and abilities necessary to do the work of the position, such as Business, Accounting or Finance.
OR
Superior Academic Achievement: Successfully completed all the requirements for a bachelor's degree and am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified above. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
GS-09 LEVEL:
Specialized experience for the GS-09 level: To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience at this level may include: 1)formulating budgets for the organization; 2)identifying abnormal conditions in a budget to recommend corrective action; and/or 3)interpreting budget regulations, laws, and directives to provide advice in formulating and maintaining directorate budget. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-07) or equivalent pay band.

Education:Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills and abilities necessary to perform the work of the position, such as Business, Accounting or Finance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent:
-For the GS-07, must have 52 weeks at the GS-05 (or equivalent)
-For the GS-09, must have 52 weeks at the GS-07 (or equivalent)
