About the Position:
Carlisle Barracks is an installation at the center of the Army and Department of Defense Senior Leadership educational programs. This historic post supports missions such as the U.S. Army War College, (including the Center for Strategic Leadership, Strategic Studies Institute and USAWC Press, U.S. Army Heritage and Education Center), and Department of Health Agency, Peacekeeping and Stability Operations Institute, and the Installation Management Command.
Duties
Serve as lead financial management analyst
Perform a wide range of analytical, technical and administrative duties in the formulation, presentation, justification, execution and review of the installation’s appropriated budges
Advise managers on changes in policy and program operations
Provide required training to junior analysts to ensure adherence to budget section standardized procedures
Develop a system to review and monitor budget obligations and expenditures within the budgets
Ensure obligations and expenditures are made in accordance with existing laws and regulations
Directly responsible for oversight of all installation accounts
Responsible for entering and monitoring commitments, obligations and expenditures for assigned activities
Validate accounting classifications for accuracy and fund propriety on direct and reimbursable obligations
Advise junior financial analysts on fiscal policy
Utilize GFEBS and other automated budget execution and accounting systems
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a SECRET security clearance.
- Must be able to obtain a Financial Management Level 2 certification within 24 months of appointment.

This position may be filled at either GS-09 or GS-11 grade level. If appointed at the GS-09 grade level, there will be promotion potential to the GS-11.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-09: To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as: 1) gathering, assembling, consolidating and analyzing financial data; 2) advising managers on financial matters; or 3) preparing financial reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-07) or equivalent pay band.
OR
Education: Master's or equivalent degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position such as Financial Management or Business Management.
OR
Have specialized experience as described above, but less than one year; and have at least one year of graduate education as described above, but less than the required two years. Compute the percentage of the requirements and the total must be 100% (divide total months of qualifying experience by 12; then divide semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total must equal at least 100% to qualify.
GS-11: To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as: 1) applying financial concepts, principles, procedures and techniques to complete required financial statements, report and analysis; 2) performing budgetary functions; or 3) providing guidance on controversial/complex financial topics. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-09) or equivalent pay band.
OR
Education: Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree in a field(s) to perform the duties of the position, such as Financial Management or Business Management.
OR
Have specialized experience as described above, but less than one year; and have at least two years of graduate education as described above, but less than the required three years. Compute the percentage of the requirements and the total must be 100% (divide total months of qualifying experience by 12; then divide semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total must equal at least 100% to qualify.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-07 for the GS-09 and GS-09 for the GS-11).
