The primary purpose of this position is: To serve as a Contract Performance Evaluator engaged in the administration and inspection of multi-year, multi-million dollar base-wide recurring and non-recurring contracts. Acts as primary or alternate Contracting Officers Representative (COR) and serves as the CES representative to the Business Requirements and Advisory Group.

Duties

Serves as the Contracting Officer's Representative (COR). Serves as CES representative to the Business Requirements and Advisory Group (BRAG). Serves as the technical member of the Pre-Award Survey Team. Performs inspections and maintains surveillance over assigned contracts. Develops performance work statements, SOWs, cost estimates, pricing and bidding schedules, purchase requests and other documentation for maintenance and repair service by contract. Prepares and presents briefings.

  • The work may require the employee to drive a government motor vehicle. An appropriate, valid driver’s must be obtained and maintained since a license is required for the position
  • May occasionally be required to work other than normal duty hours
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • Must be able to obtain and maintain an appropriate security clearance
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42
  • The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the Federal Agency or office to function effectively.
  • This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes thorough technical knowledge of a wide range of operating concepts, principles, practices, and regulations involving significant government and contractor program obligations; general knowledge of business and industry practices sufficient to evaluate, monitor, and maintain administrative and management control over contractor performance, and skill in applying direction and leadership as the post award representative; knowledge of cost and pricing techniques to enable the incumbent to assist in the negotiation on a variety of pricing and special agreements. OR EDUCATION: Applicant has successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of a Contract Performance Evaluator. NOTE: You must submit a copy of your transcripts???????. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant has less than the full amount of specialized experience required; however, has 1 or more years of graduate level education in a major or subject area directly related to the position of Contract Performance Evaluator. Therefore, has a combination of experience and education. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of COR/all types of contract principles, methods, techniques, practices, rules, regulations, and reporting and documentation requirements including safety and security regulations. Ability to collect information through inspections, surveys, interviews, random sampling, market research and written records. To communicate effectively, orally and in writing and to evaluate information using statistically based information management methods and formulate recommendation to upper management based on results. Knowledge of principles and practices of team building; ability to establish performance goals and assess progress toward their achievement including civil engineering functions, operations, program requirements, procedures, policies, instructions, and work methods. Ability to adjust to work operations and program objectives to meet emergencies, changing program or production requirements within available resources and with minimum sacrifice of quality or quantity of work; ability to plan, organize, and meet deadlines. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents, such as letters, reports, spreadsheets, databases, floor plans and graphs. Ability to effectively plan COR/contracting monitoring activities and schedules, monitor suspense, and maintain files. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
