About the Position: This position serves as the focal point for the medical group medical and non-medical personal and non-personal service contracts and acts as liaison with the Contracting Squadron and other contracting agencies located at Malmstrom Air Force Base in Cascade, Montana.
Duties
Prepare, and coordinate contract service requirements, and commodities for medical group customers.
Provide customer education on types of acquisition processes, contracting agency policies and procedures, market research, quality control plans, and technical evaluation preparation.
Develop Performance Work Statements and Quality Assurance Surveillance Plans to provide technical direction on specific customer requirements contractors are required to meet.
Analyze data to ensure expenditures and funding allocations are being allocated properly within the labor market.
Assist contracting officer in negotiating terms, setting price schedules, and interpreting special clauses.
Monitor service contracts and commodities for quality and compliance to ensure proper contract files are maintained and delivered.
Deliver training on developing and conducting quality assurance checks, establishing, and maintaining competency assessment folders, and procurement procedural requirements.
Provide support in the management of medical and non-medical equipment to include procurement, production, overhaul or repair.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- A one-year probationary period is required if the selectee has not previously met this requirement.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross or American Heart Association. Advanced certification (e.g., ALS) does not supersede BLS.
- Position requires the member to complete training and certification as a government Contracting Officer Representative (COR).

Specialized Experience: One year of specialized experience which includes advising management in the planning of facilities support contracts, monitoring operations to assure that proper procedures are followed, and certifying that work is performed in accordance with specifications,or safety requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
