This vacancy is for a Supervisory Intranational Trade Specialist in the Office of Europe, Global Markets, International Trade Administration within the Department of Commerce.

Duties

As a Supervisory Intranational Trade Specialist, you will perform the following duties: Supervises Headquarters staff who research and analyze market access, trade and investment issues affecting U.S. companies in Western Europe. Represents and advises the Executive Director, Deputy Assistant Secretary, Assistant Secretary and other higher-level ITA and Department of Commerce officials on matters pertaining to market access and expansion of trade, export and investment opportunities for U.S. companies in the region, and broader U.S. foreign policy interests. Coordinates with overseas posts on developing events, policies, and programs that increase market access and trade promotion opportunities for U.S. firms and help promote foreign direct investment into the United States. Oversees preparation of briefing materials for U.S. officials on market access, trade and investment issues affecting U.S. companies in Western Europe. This Job Opportunity Announcement may be used to fill other Supervisory Intranational Trade Specialist GS-1140-15 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-15 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 level in the Federal service. Specialized experience is defined as experience: 1) Managing personnel and delegating work to staff members; 2) Analyzing European economic, trade, investment, and political issues; 3) Creating and/or identifying professional development opportunities for a group or individual staff members; and 4) Working with foreign governments to resolve trade policy and market access issues.
