This position is located in the U.S. Department of Education, Office of Finance and Operations, Facilities and Logistics Services Division. The incumbent is responsible for providing a variety of technical, logistical and support services that include project management, facility management and miscellaneous building services.

Qualifications
Minimum Qualification RequirementsSpecialized Experience for the GS-12One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience providing facilities management services for a large organization including space management, furniture management and tenant services. 2. Experience managing facilities construction projects involving multiple trades including, but not limited to, electrical, mechanical, carpentry and plumbing. 3. Experience in applying sound project management practices including budget formulation, gaining funding authorization, schedule development, risk identification and mitigation, effective communication, project accountability, and stakeholder management. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Knowledge of structure, contents, building codes, internal and external interfaces, local environmental regulatory requirements, update procedures, and uses of automated systems and databases to maintain facilities data, communicate, extract reports, etc.
2. Ability to analyze and evaluate current situations to provide recommendations for improving effectiveness and efficiency of operations and/or ensuring compliance.
3. Ability to display ownership, responsiveness, and accountability of all facilities aspects for buildings and facilities assigned to the incumbent.
4. Knowledge of federal policies, procedures, budget and billing processes as they pertain to facility services.
5. Knowledge of aspects of facilities and project management as well as the application of general administrative and management skills to manage a facility.

Education cannot be substituted for experience for this position and grade level.
