This position is on the staff of Resource Inventory and Assessment Division, Deputy Chief for Soil Science and Resource Assessment. As Chief, Resource Inventory Branch, the incumbent provides leadership for collection, interpretation, and dissemination of vital Agency and Department critical data and information. The Chief oversees the National Resource Inventory (NRI) program and associated remote sensing functions through the three Remote Sensing Laboratories.

Duties

Managing large-scale resource inventory and monitoring programs in the field of natural resources, particularly in designing, planning, coordinating, collecting, quality controlling, and interpreting resource inventory and monitoring activities. Supervising and leading a diverse staff of senior scientists and professionals from various technical disciplines, promoting cooperation, flexibility, and teamwork while ensuring adherence to agency policies and fiscal guidelines. Collaborating and communicating effectively with a wide range of stakeholders, including Agency, Departmental, and Congressional leaders, Federal agencies, universities, and numerous conservation, agriculture, and scientific organizations. Anticipating emerging natural resource policy issues and providing guidance and direction for resource inventory and monitoring. Planning, allocating, and monitoring budgets, as well as establishing and overseeing cooperative agreements with other agencies. Analyzing, interpreting, and disseminating data to provide support for strategic planning, performance measurement, and program evaluation. Coordinating statistical analysis activities and programs among various agencies and partners to leverage knowledge, enhance agency capabilities, and avoid duplication of effort.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year. See addition information. Basic Education Requirement: Must possess a Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (You must submit transcripts.) OR Must possess a combination of education and experience. This includes courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation. (MUST SUBMIT TRANSCRIPTS AND BE REFLECTED IN RESUME.) In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: Specialized Experience at the GS-15: Must have at least one full year of specialized experience equivalent to at least the GS-14 grade level in the Federal service. My experience includes but is not limited to: 1) supervising staff to coordinate work related to data collection on natural resources; 2) leading a remote sensing program; 3) Demonstrated ability to modernize processes for imagery acquisition, validation, data collection, and analysis; 4) Strong problem-solving and decision-making skills, with the ability to identify and implement innovative solutions to complex challenges; and 5) Proven track record of fostering a diverse, inclusive, and equitable work environment, supporting the goals and objectives of supervised employees, and adhering to Equal Employment Opportunity (EEO) laws, regulations, and policies.
