This position is located in the Small Business Administration, Office of Diversity Inclusion and Civil Rights-EEO in Washington, DC. Serves as the Senior EEO Specialist and is responsible for administering the Pre-complaint Counseling Program, EEO Collateral Duty Counselor Program, Alternative Dispute Resolution Program and ensures program adherence with civil rights laws/regulations like Title VII, Rehab Act, Americans with Disabilities Act, and agency policies.
Duties
Manages the Pre-complaint Counseling Program and EEO Counselor Collateral Duty Program in-line with EEOC regulations. Monitors and evaluates the processing of EEO discrimination complaints.
Serves as the EEO Alternative Dispute Resolution (ADR) Program Manager. Recommends strategies for obtaining settlements to senior leadership. Identifies and isolates highly difficult issues which are among the most sensitive and complex in the organization.
Develops courses to educate the workforce of the EEO program and procedures and provides training and guidance to supervisors, managers, leaders, and employees on the EEO process.
Plans, organizes and evaluates systemic equal employment opportunity problems for people with disabilities and programs associated with disability integration and coordination which includes efforts to resolve systemic problems. Works with SBA program offices to provide program direction and guidance in the areas of disability integration when it comes to identifying potential barriers to access and developing strategies to eliminate those barriers.

Qualifications
GS-14: One year of specialized experience, equivalent to the GS-13 grade level in the Federal service, obtained in either the private or public sector: applying Equal Employment Opportunity (EEO) laws, regulations, policies and procedures related to non-discrimination, harassment and retaliation to perform and/or coordinate investigative, analytical, and advisory assignments to resolve EEO complaints, and evaluating diversity and inclusion programs to identify deficiencies and ascertain the effectiveness of program goals and objectives.

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.
