Duties
Prepare office budgets at various scheduled and unscheduled times throughout the fiscal year.
Review contract documents to ensure funds, schedules, and costing information is in conformance with programmed goals and objectives as well as proper accounting procedures.
Follow project/program progress to ascertain that funds are being spent as programmed and manpower is within assigned limits.
Advise and assist other personnel on matters pertaining to fiscal and manpower management.
Responsible for a wide variety of military construction projects that include a variety of funding types, such as Army and Air Force military construction authority.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- FMC02-FM Certification level II due within time set by hiring manager.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter

GS-7 level
Specialized Experience: One year of specialized experience which includes interpreting Federal budget process and National fiscal policy, regulations and procedures employed by the Federal Government; evaluating data for the purpose of preparing, submitting, maintaining, executing and defending programs; and assisting with effective utilization of manpower resources.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
GS-9 level
Specialized Experience: One year of specialized experience which includes determining whether budget forecasts, estimates, and submissions conform to requirements; reviewing funding for construction projects; assisting with effective utilization of manpower resources; and identifying budgetary problems.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
GS-11
Specialized Experience: One year of specialized experience which includes reviewing documents for adequacy and accuracy of related project cost estimates (dollars and manpower); assisting in the review of funding for construction projects ensuring effective utilization of manpower resources; monitoring progress on a monthly basis to identify actual or potential problem areas, trends, deficiency situations, areas of imbalance or other similar factors in the programs involved; and allocating funds and scheduling monthly obligations and expenditures by feature, sub-feature, and individual accounts.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. All requirements must be met within 30 days of announcement closing.
