About the Position: The primary purpose of this position is to establish broad organization goals and objectives related to Strategic Human Capitol for the District.

Duties

Strategize best approaches to organizational structures to achieve command objectives for efficient and effective resource utilization. Provide workforce development and training program oversight for Command Leadership, Professional and Personal Development programs. Manage, supervise, and coordinate the Manpower and Management Program, including justification of new requirements, allocation, documentation, and utilization of manpower resources. Manage the execution of TAM’s civilian personnel activities to including planning and evaluating human resource management programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a SECRET security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position may require a one year supervisory probationary period.

Specialized Experience: One year of specialized experience which includes: 1) Providing guidance on various Human Capital Management procedures and policies to include manpower management and financial analysis of a districts manpower; 2) leading teams to accomplish various mission assignments; 3) reviewing procedures to gain efficiencies in regards to manpower management, financial analysis and a command training program; AND 4) assisting in the development of policies and regulations pertaining to human capital management, inter and intra-agency support agreements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Decision MakingHuman Capital ManagementLeadership Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
