Duties

Joining Customs & Border Protection (CBP) will allow you to utilize your expertise in budget methodology and control, statistical research and performance measurement; information systems; management techniques and theories; organizational structure; and planning and control systems. This position starts at a salary of $122,198.00 (GS-14, Step 1) to $158,860.00 (GS-14, Step 10). In this Management and Program Analyst position you will become a key team member of Homeland Security professionals involved in developing, evaluating, analyzing, and interpreting policies and alternatives to resolve problems of national and or international significance and impact. The work involves analyzing major administrative aspects of substantive, mission-orientated programs, and generating and applying new hypothesis and concepts to improve effectiveness and efficiency of operations. The analyst resolves complex policy questions and provides a basis for major decisions that affect activities and operations. Typical Work assignments include: Providing technical assistance and direct support to management staff in all matters relating to the application of planning systems and management programs to meet mission requirements; Evaluating the content of new or modified legislation for projected impact upon The Department of Homeland Security (DHS)/CBP programs; Developing, implementing and monitoring sophisticated management information systems that focus on long and short range plans, policies and programs in the direction of goals, objectives and priorities established by statutes, executive orders, DHS, CBP, Office of Facilities and Asset Management (OFAM), and supervisors; Designing and administering planning and controls for submission of data, including recommendations that form the basis of budget and program resource requests and decisions; and Providing stakeholder engagement and coordination with members of the executive staffs of DHS and CBP, as well as with OFAM, Government Accountability Office, and Congressional Committee staffs.

Specialized Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Leading budget formulation and programming activities to ensure program requirements are identified, documented, and reported in annual plans; Providing guidance on the assessment and improvement of program effectiveness or the improvement of complex management processes; Evaluating and analyzing new or revised policies or procedures; and Engaging stakeholders and negotiating requirements and cost responsibilities to ensure successful transition of projects from planning to execution. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/16/2024.
