This position is located with International Programs, Washington Office, Disaster Assistance Support Program (DASP).
Serves as a program specialist and subject matter expert advising on technical matters involving international disaster response, civilian humanitarian assistance and program management, planning, and coordination.

Duties
Monitors incipient and current disasters in assigned region, country, or technical area, and responds to disaster declarations from U.S. Ambassadors and Chiefs of Mission worldwide.
The incumbent analyzes, formulates, and develops concepts and methodologies for new or revised procedures and systems for designing, implementing, and programs related to disaster response, and humanitarian relief assistance.
Stands ready to activate for BHA Response Management Teams, reporting to a Response Operations Center in a secure location requiring secret clearance, or Disaster Assistance Response Teams deployed in the field.
Manages development, review and maintenance of performance monitoring and evaluation systems, and special studies and evaluations.
Plans and prepares strategies and policy or other documents related to complex program issues for new, substantive agency-wide programs where precedents are scarce or nonexistent.
Prepares annual program budgets for assigned areas in consultation with DASP program leadership and USAID/BHA’s Regional Offices and technical staff.
Identifies concepts and actions that have been proven successful or not, and formulates “lessons learned” to be applied to other humanitarian assistance efforts
Requirements
- Must be a U.S. Citizen or National.
- Males born after 12-31-59 must be registered for Selective Service or exempt.

- Successful completion of one-year probationary period, unless previously served.

- Must possess or be able to obtain a Secret security clearance.
- This position is subject to a medical monitoring program. Specifically, the incumbent must obtain and maintain a medical clearance from the U. S. Department of State for worldwide international travel.

Selective Placement Factor:
Served as a program or portfolio manager in the civilian international humanitarian assistance arena and applied the humanitarian principles of humanity, neutrality, impartiality and independence which provide the foundation for civilian humanitarian action in complex international disaster situations worldwide.
Specialized Experience Requirement:
For the GS-14: You must have one year specialized experience equivalent to the GS-13 in the Federal service: Specialized experience is defined as all the following: Served as a program or portfolio manager in the civilian international humanitarian assistance arena, including experience in the areas of disaster and emergency response operations for disaster response, civilian humanitarian crisis assistance, budget oversight and management, or recovery interventions in developing countries; AND interagency coordination related to US government civilian humanitarian assistance programs overseas.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
