You will serve as a IT SPECIALIST (POLICY AND PLANNING) in the IT Acquisition Branch, IT Portfolio Services Division (N61), Information Technology Department, Naval Oceanographic Office (NAVOCEANO), NAVOCEANO BAY ST LOUIS. .

Duties

You will serve as senior expert in development of complex acquisition plans for IT projects to meet IT portfolio management requirements. You will serve as senior acquisition lead for IT procurement packages, including ITPR and SRRB reviews, preparing IT acquisition packages (SOW, justifications, funding documents) and ProTrack submissions. You will develop and maintain requirements documentation for IT projects. You will serve as a consultant and translate user requirements into appropriate IT equipment, techniques, and operational procedures to prepare technical specifications for acquisition of equipment, software, or services. You will serve as Contracting Officer Representative (COR) on major IT acquisitions and provide contract administration for the life of the contract.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment

Qualifications

I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: overseeing the implementation of programming specifications by monitoring program design, coding and debugging performed by contractors. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: determining customer requirements and assisting customers by recognizing and analyzing trends by providing instruction and orientation. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: contacting customers at the Help Desk Level that may include those who are skeptical or uncooperative, skilled in communication to relay instructions and represent the team in meetings within the organization. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: analyzing the types, frequency and solutions necessary to correct problems and improve help desk operational procedures. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector: Experience managing, reviewing or creating IT Contracts. Experience processing IT acquisitions. Experience planning, implementing, tracking, or evaluating required IT configurations. Experience processing contracts with development, specifications, statements of work or other performance-based proposals.
