This position is located in the Division of Nursing Operations in the Directorate of the Office of the Nurse Executives located at the Captain James A. Lovell Federal Health Care Center (FHCC) in North Chicago, Illinois, West Campus. This position is responsible for rating, processing and maintaining attendance and leave records for assigned Time and Leave (T&L) units for all Nursing Departments.
Duties

Major duties and responsibilities include:
Provides technical advice and assistance on pay and leave matters to employees, supervisors, and other management officials and services.
Sets up, posts, and maintains all Personnel and Accounting Integrated Data (PAID) time and leave records for each Nursing Divisions employee on a biweekly pay cycle. This includes entry of all regular time, overtime (OT), compensatory time earned and used (CTE/CTU) as well as other types of leave.
Works effectively with all levels of Nursing Divisions personnel, Human Resource Management and Fiscal Services to ensure accuracy and timelines of work and to resolve any problems related to time and leave records.
Maintains current and accurate data within the computerized PAID system; communicating changes to Fiscal and Human Resources Management Services on a timely basis.
Maintains an accurate, current and approved computerized tour of duty/work schedule database for each Time and Leave (T&L) unit.
Responds to questions from employees concerning the application of pay, leave, and benefit policies and procedures explaining the rationale behind the procedures and solutions to pay and leave problems. Provides orientation to the Time and Leave System to all new or detailed Nurse Managers.
Prepares and types unit schedules. Assures the use of appropriate terms, abbreviations and codes for certified time. Sees that the schedules follow applicable regulations regarding holidays, days off, leave, etc. T&L WOP, sick leave/FFLA and FMLA hours for all assigned Nursing Divisions.
Enters scheduled hours into database based on unit schedules.
Maintains files of completed certified time schedules for each T&L unit. Keeps T&L Unit supervisors informed as to the leave status of employees assigned to T&L Unit.
Performs other duties as assigned.
Work Schedule: Full Time, Monday-Friday 7:30am-4:00pm

Qualifications
To qualify for this position, applicants must meet the requirements listed below:
TYPING PROFICIENCY: This position requires the skills of a qualified typist. In addition to meeting the experience and/or education requirements, you must be able to type at least 40 words per minute.
AND
Specialized Experience: Applicants must possess one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-04 grade level in the Federal service. Specialized experience includes: setting up, posting, and maintaining time and leave records, including entry of regular time, overtime, leave used, etc.; maintaining data within a computerized personnel and accounting system; maintaining files of completed time schedules, documentation for leave, etc.
OR
Substitution of Education for Experience: Successful completion of four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. (Transcripts required with application to receive credit)
OR
Equivalent Combinations: Equivalentcombination of education and specialized experience (as described above) to meet the requirements at the GS-05 level. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily performed while sitting but can require bending, walking, standing, and carrying light objects such as files, reports and books. Bending and stooping may be required in searching various office files. The Time and Leave Clerk may have to walk considerable distances to assigned Time & Leave's, Human Resource Management offices, or to Payroll Services to deliver, collect or review various items on a needed basis.
