The position is located in the Division of Nursing Services located at the Captain James A. Lovell Federal Health Care Center (FHCC) in North Chicago, IL. The FHCC is larger than just a single facility, but rather a system of facilities throughout Northeastern IL which provide medical and dental services to U.S. Military Veterans, Recruits, Active Duty, and eligible beneficiaries. The incumbent rates, processes and maintains attendance and leave records for assigned units.
Duties
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Major duties include, but are not limited to:
Independently provides technical advice and assistance on pay and leave matters to employees, supervisors, and other management officials and services.
Responsible for accurately setting up, posting and maintaining all time and leave records for each division employee on a bi-weekly pay cycle. This includes entry of all regular time, overtime (OT), compensatory time earned and used (CTE/CTU) as well as other types of leave.
Works effectively with all levels of division personnel, Human Resource Management and Fiscal Services to ensure accuracy and timelines of work and to resolve any problems related to time and leave records.
Maintain current and accurate data; communicating changes to Fiscal and Human Resources Management Services on a timely basis.
Maintain an accurate, current and approved computerized tour of duty/work schedule database for each T&L unit.
Meets all deadlines for submission of data including regular and early submission of timecards.
Responds to questions from employees concerning the application of pay, leave, and benefit policies and procedures explaining the rationale behind the procedures and solutions to pay and leave problems. Provides orientation to the Time and Leave System to all new or detailed Nurse Managers.
Prepares and types unit schedules. Assures the use of appropriate terms, abbreviations and codes for certified time. Sees that the schedules follow applicable regulations regarding holidays, days off, leave, etc. Tracks LWOP, sick leave/FFLA and FMLA hours for all division.
Enters scheduled hours into database based on unit schedules.
Maintains files of completed certified time schedules for each T&L unit. Keeps T&L Unit supervisors informed as to the leave status of employees assigned to T&L Unit.
Review all directives and instructional materials pertaining to timekeeping practices and procedures to ensure continued competency in the use of the PAID system.
Review the bi-weekly exception reports and notifying the T&L supervisors, or Nurse Managers of needed leave requests.
Provides orientation for new timekeepers and acts as a reference/mentor for timekeepers.
Maintains confidentiality of all employees, ETTS, IFCAP and PAID information.
Maintains official files in accordance with procedures outlined in the Records Control Schedule.
Receives incoming telephone calls, gives information and takes messages. Exercises good judgement in determining priority and importance of calls and determines any need for immediate action.
Types material in final form to include: memorandums, letters reports, minutes of meetings, etc.
Assists with updating of Procedure Manual, Administrative Manual and Special Procedures Makes corrections for final distribution and sends to reproduction, then out to the units to be put in their manuals.
Types requests for advanced sick leave, LWOP, and donated sick leave figuring exact hour and makes sure all necessary papers are attached and routed thru the proper supervisors before sending to Human Resources.
Compile information, process, follow up and maintain files on documentation for various packages such as LWOP, Advanced Sick Leave, and Donated Sick Leave.
Maintains files on Medical, Sick Leave, and Family Care Excusals. Assists other program areas within IGS/assigned Inpatient Divisions units with various administrative duties.

Qualifications

You may qualify based on your experience and/or education s described below:
GS-05
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience are: Working knowledge of office functions and practices to perform records keeping, filing, office equipment operations, and correspondence. Communicating with a wide variety of individuals, ability to express facts and ideas orally and in writing. Operating computers to include word processing, spreadsheets, and database programs. Using fax machines, copiers, and document scanning. Performing timekeeping, taking meeting minutes, and making travel arrangements. Using computer equipment with a wide variety of software.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 4 years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. (Transcripts Required).

OFFICE AUTOMATION (OA): This position requires Office Automation (OA). Candidates must have the ability to type a minimum of 40 words per minute and have experience with personal computer office automation software such as: Word, EXCEL, PowerPoint, Outlook, and Spreadsheets.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily performed while sitting but can require bending, walking, standing and carrying light objects such as files, reports and books. Bending and stooping may be required in searching various office files. The Time and Leave Clerk may have to walk considerable distances to assigned T&L's, Human Resource Management offices, or to Payroll Services to deliver, collect or review various items on a needed basis.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
