This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as Housing Manager responsible- for management of the following housing programs: Housing Services Office (HSO), Unaccompanied Housing (UH), Furnishings Management, Residential Communities Initiative (RCI), Privatized Army Lodging (PAL), and Army Family Housing (AFH).

Duties

Advise concerning adherence to the compliance to lease transaction documents and the Community Development and management plan. Lead in Basic Allowance for Housing (BAH) data collection and reports submission. Evaluate management of the Rental Partnership Program and Utility Deposit Waiver Program. Monitor and asses the property management and maintenance operation of the privatized facilities Review financial work plans for execution within approved resources. Prepare and present effective, accurate, and complete briefings, information, and correspondence.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a valid State driver’s license.
  • This position is an inclement weather essential position and the incumbents may be expected to make every attempt to report for duty on time and/or remain on duty during severe weather conditions.
  • Position may require after hours call-back for emergencies.
  • Occasional travel may be required for this position up to 10% of the time.

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Specialized Experience GS09: Select the one statement that best describes the education and/or experience that you possess that demonstrates your ability to perform the work of Housing Manager at the GS-09 grade level or equivalent pay band in the Federal Service.

A. I have one year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes 1) performing home inspections for the possibility of items such as lead based paint, mold, and/or defects and hazards; 2) conducting activities related to housing referral and relocation support; 3) utilizing regulatory guidance to plan for housing furniture and appliances for either family housing or single living; AND 4) investigating a variety of rental complaints such as overdue rent, condition of residence, damages or lack of repairs.

B. I have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Real Estate, Housing Management, etc. (Note: You must attach a copy of your transcripts.)

C. I have the specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)

D. I have the experience as described in A AND the education described in B. (Note: You must attach a copy of your transcripts.)

Specialized Experience GS11: Select the one statement that best describes the education and/or experience that you possess that demonstrates your ability to perform the work of Housing Manager at the GS-11 grade level or equivalent pay band in the Federal Service.

A. I have one year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes (1) administering off-base housing referral services; (2) inspecting community rental property to determine adequacy, habitability and suitability; (3) investigating and mediating rental complaints; overseeing management of barracks and dormitories.

B. I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Real Estate, Property Management, Public Administration, Business Administration. (Note: You must attach a copy of your transcripts.)

C. I have the specialized experience as described in A, but less than one year; and I have at least two years of graduate education as described in B, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience GS12: Select the one statement that best describes the experience that you possess that demonstrates your ability to perform the work of Housing Manager at the GS-12 grade level or equivalent pay band in the Federal Service.

I have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes develop short and long-range housing plans to meet command requirements; oversee contractual housing agreements with contractors for a variety of projects; and formulate housing improvement plans within the framework of generally established guidelines and objectives.
