This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Manages Housing Services Office, Unaccompanied Housing, Furnishings Management, Residential Communities Initiative, etc.

Duties

Serves as Housing Branch Chief supervising staff and managing Housing Services Office, Unaccompanied Housing, Furnishings Management, Residential Communities Initiative, Privatized Army Lodging, Army Family Housing, or General Flag Officer Quarters. Responsible for the accomplishment of management functions with the planning, management, administration and implementation of the technical and administrative operations of garrison housing programs. Implements installation plans and procedures for barracks sustainment, to include restoration, modernization, and/or replacement projects. Conducts oversight of budgeting and execution in support of garrison housing programs. Supervises and directs the work of branch personnel. Provides guidance on changes in regulations, policies, procedures, and determines priorities of branch personnel. Develops performance standards and evaluates performance of subordinates. Represents the garrison at conferences and meetings with local officials and other federal, state, or legal organizations concerning current housing programs, practices, requirements and trends. Recommends long-range personnel and work plans to justify Army's Barracks Management Program, furnishings, Housing Services Office, barracks construction, major renovations, facility maintenance, and major acquisition programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a valid state driver's license to perform the duties of the position.
  • This is an inclement weather essential position. The incumbent is expected to make every attempt to report for duty on time and/or remain on duty during severe weather conditions.
  • Incumbent may be on call to resolve emergency situations.
  • May be required to work irregular hours, nights, weekends, holidays, and/or overtime.

Qualifications

Permanent Change of Station (PCS) costs may be authorized. Recruitment and relocation incentives may be authorized. Student loan repayment may be authorized. Credit for Prior Non-Federal Work Experience and Certain Military Service for Determining Annual Leave Accrual Rate may be authorized. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes assisting in developing housing program management plans and criteria; resolving complex housing program management problems; advising staff and other agencies on housing program matters; managing operations of a housing division branch dealing with government-owned and government-operated housing. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
