The position is organizationally known as the Deputy Chief of Police and reports to the Chief of Police. The position has delegated authority and responsibility to assist the Chief to manage and direct Police operations. The position is responsible for assisting the Chief with the operation, direction, and control of the law enforcement and physical security activities of a Veterans Affairs Medical Center (VAMC) or Health Care System (HCS).

Duties

VHA has adopted a modernization Implementation, which is a new model of organizing essential Police functions and services and taking advantage of best in class law enforcement/security, techniques, methods, and equipment. This initiative drives the creation of new and unique policies specific to VA policing, which require planning, training, implementation, and monitoring on behalf of the Deputy and Chief of Police. Major duties include but not limited to: Ensures new employees are properly oriented and familiarized with applicable policies and procedures. Ensures all training requirements are met for staff and performance proficiency goals are meets. Ensures police staff are properly trained to operate a variety of equipment and/or security systems. Observes, evaluates, and prepares reports on the performance of department personnel. Develops programs to alter the behavior of employees whose work performance is below acceptable standards, Plans, assigns and explains work requirements to subordinates for new or changed programs and the functions, goals, processes, skills, and needs. Hears grievances and complaints, reviews disciplinary cases, and recommends appropriate actions to higher level management. Evaluates resumes of prospective candidates and conducts interviews to assist in selecting appropriate candidates. Develops duty schedules, plans and directs facility law enforcement and security operations to ensure compliance with agency policy and protection priorities. Keeps facility leadership informed regarding program successes and vulnerabilities. Collaborates with leaders to address concerns, resolve program issues and resource needs Interprets complex security policies and procedures and is a source to provide guidance to senior facility leadership, other service chiefs, program managers, VBA, and NCA leaders within the Medical Center's catchment area. Assists in the development of local policies and implements corrective procedures to alleviate identified law enforcement and physical security problems. Acts as a law enforcement and security subject matter expert by interpreting security policies and procedures and providing guidance to all levels of management and staff. Collaborates in planning, directing, and updating a crime prevention program and exercises direction and control of investigations into criminal activities. Makes, coordinates, directs, or delegates the arrests of person(s).Ensures crime scenes and potential evidence is identified, collected and protected pursuant to law. Responds accordingly during natural disasters, terrorist acts, major accidents/incidents and criminal activity which poses a threat to patients, employees, visitors, property or continuity of operations. Is part of the team that manages procurement and the accountability of equipment used by and assigned to police service. Serves as designated liaison, subject matter expert and consultant with federal law enforcement agencies such as the Office of the Inspector General-Criminal Investigation Division (OIG-CID), FBI, DEA, ATF, Secret Service, state and local law enforcement agencies, etc. Assists in the development and modification of new Veteran-specific policies and procedures with focus on improving relationships between Veterans and Police. Responsible for the protection of the civil rights of all individuals while on VA controlled property. Assists with developing and implementing procedures for the detention or arrest of individuals suspected of violations committed against criminal laws Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assisting with the operating, directing, and controlling law enforcement and physical security activities; assessing situations and determining appropriate responses; responding to active threat situations; delegating work and evaluating performance of police personnel; providing training on equipment and security systems; conducting arrests, investigating criminal activities, and protecting crime scenes; and ensuring the safety of staff and visitors while on facility property. This experience must be detailed in your resume to receive credit. Driver's License Requirement: Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. Applicants are required to pass agency Government Vehicle Drivers physical examination. NOTE: We cannot accept photographs, therefore; please do not submit a copy of your driver's license with your application package. If an interview is requested, you may be required to provide a copy of your valid state-issued driver's license. Firearm Requirement: VA Police Officers are required to carry agency-approved firearms while on duty on VA property. Officers must achieve and maintain qualification/certification with the agency-approved firearms as condition of gaining and continuing employment as a Police Officer. Applicants must be able to possess firearms under the terms of the Gun Control Act of 1968, as amended (18 U.S.C. 922(g)(9). POLICE OFFICER CONDITIONS OF EMPLOYMENT 1. New VA Police Officers are required to attend an 8-10 week course at the VA Law Enforcement Training Center in Little Rock, Arkansas. Satisfactory completion of this course is a condition of continued employment. 2. A medical examination is required. The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature. The following medical requirements apply to all applicants: good near and distant vision, ability to distinguish basic colors, and ability to hear the conversational voice. 3. Applicants and employees must have the capacity to perform the essential functions of the position without risk to themselves or others. Applicants and employees must possess emotional and mental stability. A psychological examination is required. In most instances, a specific medical condition or impairment will not automatically disqualify an applicant or employee. A medical condition or impairment is disqualifying only if the condition, for good medical reason, precludes assignment to or warrants restriction from the duties of the specific position. A character investigation will be conducted on applicants selected for employment. Physical Requirements: The work requires regular and recurring physical exertion such as long periods of standing, walking, driving, bending, stooping, reaching, crawling, and other similar activities. Employees engage in such exertions when pursuing suspects, or participating in weapons or other kinds of training activities, climbing stairs in office buildings or walking foot patrols in and around large buildings. May regularly require lifting and carrying heavy objects of 50 pounds or less. May require common physical characteristics and abilities in agility and dexterity and the strength to pursue, apprehend, and detain uncooperative suspects. Position must be capable of arduous physical exertion. This includes the ability to carry persons in emergency evacuations, to run to the assistance of victims, and intercede in physical disturbances.
