This position is located in the Department of Defense (DoD), Office of Inspector General (OIG), Office of Professional Responsibility (OPR). The incumbent will serve as the sole investigator on assigned cases. Responsible for planning, execution, and report writing. Conducts investigations using a broad range of techniques, legal analysis and written reports that reflect the highest professional standards.

Duties

Conducts complex investigations into allegations of misconduct against OIG employees. Analyzes legal and factual issues to identify applicable rules and standards, determine whether facts support allegations, and recommend courses of action. Drafts concise, comprehensive reports for OIG leadership. Reviews OIG policies and instructions to determine impact on OPR.

Requirements

  • Position has been designated as Secret; incumbent is required to obtain and maintain a Secret Security Clearance.
  • This is an Excepted Service position.
  • Federal employees currently serving in the Competitive Service must acknowledge that they will voluntarily leave the Competitive Service by accepting an offer of employment in the Excepted Service.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • You may be required to complete a financial disclosure (OGE-450).

Qualifications

Time in grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service. Basic Requirements: To meet the basic requirements, you must possess a J.D., LL.B., or LL.M degree from a law school accredited by the American Bar Association. and Applicants must be an active member, in good standing, of the bar of the highest court of a state, U.S. Commonwealth, U.S. Territory, or the District of Columbia, and be permitted to engage in the practice of law. Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-13 level in the federal service or equivalent level. Specialized experience is defined as: Independently planning and conducting complex investigations, analyzing evidence, and drafting legally supportable conclusions. Specialized experience can also include time as a legal advisor for complex criminal or administrative investigations and significant trial experience in criminal or administrative trials. In either case, the candidate's experience must include analyzing evidence for legal sufficiency and drafting documents that clearly, concisely, and logically present facts, analyses, and conclusions that are legally supported. In addition to the basic qualifications, candidates must have at least five (5) years of specialized legal experience as an attorney in the fields of federal criminal, civil, or administrative law, which demonstrates that candidates can successfully perform the duties of a GS-0905-14/15 Attorney. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education: Based on an Information Memo from Henry Shelley, Jr., General Counsel at OIG OGC, dated 9-OCT-2012, OCG has determined that certified academic transcripts are unnecessary, as graduation from a law school accredited by the American Bar Association is a requirement in all fifty states before someone can take the examination to be licensed to practice. OCG believes that a current Letter of Good Standing from any of the State Bar Associations is sufficient to fulfill the requirement of proof that the applicant graduated from law school, in lieu of an academic transcript.

There is no substitution of education for experience at this level.
