THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. NEW MEXICO ARMY NATIONAL GUARD **You may be eligible for a Recruitment OR Relocation incentive per agency's policy. This National Guard position is for a DETAILED INSPECTOR GENERAL, Position Description Number T5233P01 and is part of the NM Command Administrative Office, National Guard.

Duties

Position serves as staff action officer and confidential representative within the State/Joint Force Headquarters (JFHQ), Inspector General (IG) Office as required for all States and Territories. The purpose of this position is to report to the State/JFHQ IG on discipline, efficiency, morale, economy, training, and readiness of the State National Guard. Provides assistance to Soldiers, Airmen, and their family members on a wide range of issues and subjects. Participates in DOD/DA/OAF State inspections, inquiries, and investigations to perform review, analysis, evaluation, staffing and coordination. During on-site visit, conducts interviews and data gathering assignments in the administrative and management areas. Analyzes assigned area to identify procedural deficiencies and compliance with regulatory procedures. Explains Army systems, procedures and processes as they relate to problem areas to improve operations and accomplish command objectives. Conducts investigations of allegations made and problems or deficiencies identified during the course of inspecting State or unit operations relating to areas assigned. Processes complaints and requests for assistance emanating from personnel within the State and investigates or inquires to substantiate alleged or suspected instances of non-compliance of individuals or organization with laws, rules, regulations, executive orders, or other mandatory regulatory requirements. Deals directly with the commanders and upper level leadership in the resolution of problems and complaints. Maintains, controls, and follows-up on each case until resolved and closed. Prepares reports analyzes trends for the IG and State leadership. Serves as an instructor/facilitator in explaining Army or Air IG systems, procedures, and processes as they relate to problem areas in inspected functions and activities. Develops/interprets policies and published guidance throughout the State and to the IG. Evaluates and processes inspection/investigation deficiencies. Determines responsiveness of organizational replies and adequacy of response/corrective actions taken on reported deficiencies resulting from reports of general, procurements and technical inspections/ inquires/investigation. Participates in developing course of action to assist all levels of management across functional lines throughout the State and higher headquarters for resolution of controversial issues/problems. Manages a follow-up program for reported deficiencies through contacts within DOD/DA/DAF/State/IG offices/Internal Review/AAA/AFAA inspecting agencies, commands and activities. Performs long range planning and analysis, systematically researches, collects, organizes, and analyzes pertinent data to determine and identify major systemic issues. Examines and analyzes data and narrative information. Portrays results in terms of functionally related issues and performs problem and trend analysis to provide an assessment to The Adjutant General, leadership and staff. Prepares and reviews periodic and recurring IG reports and analyses of deficiency trends for the State and presents these trends to the IG and state leadership. Assists MTOE, TDA or UMD Commanders by providing timely information and guidance and working proactively to correct systemic problems which impact mission support, Soldiers or Airmen and command readiness. Conducts special and follow-up inspections, inquiries, and investigations as directed by the IG. Manages the Army and Air Force IG data bases for case entry, performing IG inquiries and special inspections in areas of concern as directed by The Adjutant General. Reviews pre-deployment individual and unit checklists to insure regulatory compliance. Develops and updates internal office protocol and guidelines. Manages internal office budget. Performs other duties as assigned.

Requirements

  • Federal employment suitability as determined by a background investigation.

  • Employee must be a citizen of the United States by birth or naturalization.
  • Employee must have moral attributes and personal traits that demonstrate adherence to Army and Air Force Values, and the Army Civilian Corps Creed.
  • Employee must have no record of criminal punishment except for minor offenses or derogatory information contained in IG records as screened by the USAIGA and SAF-IG.
  • Employee will be required to attend and successfully complete the Headquarters, Department of the Army Inspector General Course and the Secretary of the Air Force Inspector General Inspector General Training Course
  • Employee will be required to obtain and maintain a SECRET clearance.
  • Position requires travel to support National Guard units statewide. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

Qualifications

SPECIALIZED EXPERIENCE: Must have work experiences in technical inspection methods, principles and practices in order to recognize and resolve discrepancies. Experienced in modifying established approaches, methods, or procedures to improve data gathering and analysis techniques. Experienced in working with pertinent laws, regulations, policies, and precedents which affect the use of the Inspector General Programs. Experiences included working related Inspector General programs that supported missions, identified capabilities, organizational structures, operational applications and operational techniques. Have working knowledge and skills to apply analytical and evaluative methods and techniques to assess the efficiency and effectiveness of operations. Experienced in determining or designing actions to improve operational, technical, or administrative plans and programs. Experienced in military command structures, missions, programs, and organizational relationships. Experienced in developing inspector general program goals and objectives. Experienced in establishing the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions, as related to actual events. Knowledgeable and skilled in working various command entities involved in overall planning and execution of operations, inspections, and evaluations. Skilled in designing and planning difficult or comprehensive programs, advanced report writing, and experienced in developing solutions to portions of broad, important, and critical National Guard concerns, issues, or congressional matters. Skilled in the ability to plan, organize, and develop projects; make recommendations on substantive operating programs; and negotiate effectively with others to accept and implement recommendations where the proposals involve substantial resources. Experienced in adapting precedents or existing strategies to meet unusual needs, special demands, and determine feasible solutions to meet mission requirements. Experiences involved providing general administrative direction and establishing broad objectives for inspection planning. Skilled in executing inspections, new programs, and, skilled in developing, interpreting, and implementing inspector general program policies. Experienced in planning and organizing assigned programs, estimating unit resources, capabilities, and objectives; and, coordinating with staff and line management personnel to resolve conflicts. Conducted and completed phases of assigned projects. Experiences included informing supervisors of potentially controversial findings, issues, or problems with widespread impact. Experienced in completing projects, evaluations, or reports; and knowledgeable of organizational goals, guidelines, and effectiveness required to achieve intended objectives. Experienced in the use of judgment, initiatives, and resourcefulness in deviating from established methods to modify, adapt, and/or refine broader guidelines to resolve specific complex or intricate issues and problems. Experienced in identifying research trends and patterns, developing new methods and criteria, or recommending changes to complete the required planning and programming requirements. Work experiences consisted of plans and programs that require analysis of interrelated issues of effectiveness, efficiency, productivity, and developing recommendations to resolve issues and problems. Competencies were gained in developing recommendations for overall detailed plans, goals, and objectives for implementation and evaluation of the program. Experienced in addressing issues, problems or concepts and skilled in observations and analysis projections. Experiences may have included addressing difficult and sensitive issues based on variations in the nature of the processes evaluated, the diverse missions of the units assigned, and resource limitations. Experienced in compiling, reconciling, and correlating data from a various sources, separate service programs, and integral record systems. Experienced in researching, cross-checking information, analyzing, and interpreting data to obtain accurate and relevant information.
