This position is located in the Chief Operating Officer Organization, Human Resources in Executive Resources at the FDIC and serves as a technical advisor, customer liaison and quality review specialist to provide human resources training, consultative operational services and quality review in the areas of payroll/processing activities, pay setting, HR information systems, and electronic and paper Official Personnel File recordkeeping and retention.
Duties
Leads the team, trains or arranges for the training of the team members in methods and techniques of team building and working in teams to accomplish tasks or projects, and provides or arranges for specific administrative or technical training necessary for accomplishment of individual and team tasks.
Reviews operational processes through reportable data for consistency and trends relating to processing personnel and payroll actions and provides reports to management.
Serves as the Human Capital Operations contact with staff at the NFC to solve complex payroll and personnel processing problems related to NFC information systems and compensation-related problems.
Works closely with Human Resources Managers, Senior HR Specialists and HR Specialists in the Human Resources Branch, FDIC Administrative Officers, and other HR Specialists in Benefits, Compensation and Information systems to accurately assess and improve the effectiveness of the day-to-day personnel and payroll processing.
Develops and improves standard operating procedures (SOPs) and other routine payroll/personnel reports for monitoring Personnel Action Processing activities, workload, timeliness and accuracy, as it relates to processing personnel/payroll actions.
Provides guidance, consultation and assistance to managers, supervisors and employees on all aspects of human resources management processing and payroll issues.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 12 grade level or above in the Federal service. Specialized experience is defined as experience applying human resources principles, practices, laws and regulations; providing advisory services on personnel actions; and developing solutions to payroll processing issues.
