This position is located at the Captain James A. Lovell Federal Health Care Center (FHCC) in North Chicago, Illinois, in the Department of Financial Management, Travel Division. The Accounting Technician serves as the Employee Travel Program Coordinator and the Travel Management Center (TMC) Program Coordinator for the facility and has primary responsibility for all employee travel operations including associated accounting transactions.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major duties include but are not limited to: Assists employees in preparing electronic Travel Plans and performs first level review of Travel Plans; Enters new traveler information into the system and updates existing traveler information as needed; Manages the travel credit card program; Ensures that employee travel credit card applications, modifications and deletions are processed timely and accurately; Serves as the local coordinator of the Travel Program; Reconciles subsidiary accounts with general ledger control accounts for obligations, payables and a wide range of documents from various travel related functions; Reviews monthly US Bank reports and initiates follow up for delinquent accounts or misuse of the US Bank card; Provides management with reports, analyses and evaluation, on a quantitative and qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives of the travel program; Reviews and audits transactions to ensure compliance with established rules and regulations; Receives, analyzes and classifies all commitment and obligation documents; Reviews documents for validity of budget data, expenditure limitation, accounting data and for proper authorization and compliance with existing manuals, regulations and station policies; Prepares correspondence concerning the status of outstanding obligations; Matches disbursing documents with obligation data; verifies accuracy and completeness of data and ensures that equipment, materials or services have been received; Reviews payment of travel claims, tuition and travel advances; Assists travelers with completion of expense reports and proper travel related expenditures; and Performs other related duties as assigned. Work Schedule: Monday through Friday, 7:30am to 4:00pm Recruitment & Relocation Incentives: Not authorized Critical Skills Incentive (CSI): Not Approved Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position at the GS-7 level, you must meet the following: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-6) in the federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of this Accounting Technician - Travel Coordinator position, and that is typically in or related to the position to be filled. Specialized experience includes performing clerical, assistant or technician level work in support of a budget, accounting, payroll and/or financial management functions; understanding accounting principles, methods, procedures, and techniques; and utilizing accounting system software package applications and computer systems to perform a variety of accounting related duties. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. You will be rated on the following Competencies as part of the assessment questionnaire for this position: AccountingAccounting OperationsAttention to Detail IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The person in this position performs sedentary work; however, there may be some walking, standing, bending or carrying of light items.
