About the Position: The Business and Knowledge Management Specialist completes essential duties for the Mobile District in the areas of Business Acumen, Knowledge Management, Strategic Planning, implementation of the USACE Campaign Plan, and implementation of other strategic initiatives. The incumbent applies a high degree of managerial and technical knowledge, as well as thorough knowledge of the Mobile District mission areas and business principles to analyze situations and identify problems.

Duties

Defines and establishes Knowledge Management tasks in support of the published operational and policy objectives. Identifies and assists in establishing roles and responsibilities for supporting a knowledge management environment, and builds knowledge working groups/teams. Develops procedures and recommends implementation of knowledge management policies and procedures. Skill in applying analytical and evaluative methods and techniques to assess knowledge needs and to evaluate the effectiveness and efficiencies of various Knowledge Management and change management processes Work involves applying precedents and established techniques to analyze situations, identify problems, probe causes, and select courses of action for technical and functional specialists to pursue. Serves as the principal Strategic Planning Officer responsible for planning, developing, and monitoring implementation of plans, policies, procedures, and guidance designed to aid in organizational improvements. Directs and manages efforts involving continuous improvement projects and/or program integration. Leads the District staff to make recommendations for process improvement and analysis of processes for problem areas and solutions.

Requirements

  • This position requires occasional travel up to 15%.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11) Time in Grade Requirement for GS-12:Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Minimum Qualifications for GS-13: Specialized Experience: One year of specialized experience which includes 1.) Provides input to the corporate board and executive staff in the areas of Knowledge Management, Strategic Planning, Business Management and implementation of the organization's campaign plan; 2.) Monitors execution of the organization's operations plan to facilitate execution of milestones, as well as track and report progress; 3.) Implements policy and guidance designed to aid in organizational improvements; 4.) Creates and maintains an online portal for knowledge dissemination; and/or 5.) Conducts continuing improvement surveys and studies relating to quality program management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12) Time in Grade Requirement for GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
