This position is located in the Prisoner Operations Division / Arlington, VA. The selectee of this position serves as a Detention Standards and Compliance Program Manager. You will be responsible for providing expert policy and program analysis to the Assistant Director, Prisoner Operations Division (POD) regarding detention programs within the U.S. Marshals Service (USMS).

Duties

As a Detention Standards and Compliance Program Manager at the GS-0301-15 level, some of your typical work assignments may include: Responsible for program management and oversight of non-federal detention facility programs and activities, including policy development and coordination; and budget planning and execution. Serves as a Contracting Officer Representative (COR) for Detention Services Contracts. Manages multi-million dollar acquisitions and contracts for non-federal detention services, as well as subject matter expert(SME) contracts for conducting audits and reviews of detention facilities. Provides leadership to and/or participates on joint program or project development teams that represent private, public, and government interests. Provides expert advice and guidance on government programs and policies which are of significant interest to the public and Congress, and participates in the development and implementation of national policy in the areas of detention and nonfederal detention services. Manages the conduct of management reviews and audits for jails, prisons, and detention facilities, ensuring that detention policies, practices, and procedures are consistent with the conditions of confinement and provides results to management officials. Qualifications

GS-15 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 grade level is required to meet the time-in-grade requirements for the GS-15 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). You may qualify at the GS-0301-15 level, if you fulfill the following qualifications: 1. Specialized Experience: One year (12 months) of full time specialized experience equivalent to at least the GS-14 grade level in the Federal service which includes: Providing national policy and program analysis and guidance for an organization; Performing efficiency and effectiveness reviews of programs to identify deficiencies and implement corrective actions; Solving problems and challenges that require new approaches or modified concepts; Planning and implementing programs, plans, and proposals involving organization resources or changes to established procedures; and Managing large and complex acquisitions and contracts. Possession of the following competencies: Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Managing Human Resources: Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner. Partnering: Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals. Contracting/Procurement: Knowledge of various types of contracts, techniques or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration. Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience. Application of Detention Principles: Skill in applying, advanced detention principles, concepts, methods, standards, and practices, sufficient to accomplish assignments such as developing and interpreting policies, procedures, and strategies governing the planning and delivery of services throughout the agency. Note: Subject matter experts will evaluate the first five pages of work experience in your resume based on these competencies. Education

Applicants may not qualify for this position based on education in lieu of specialized experience at the GS-15 grade level.
