The primary purpose of this position: To manage NORAD and USNORTHCOM buildings and other facilities to provide organizations with appropriate office space and essential building services as it relates to facility space assignment and utilization and parking, IAW DoD, Air Force, Command, local and other policy regulations and documents.

Duties

Performs a wide range of complex real property planning, architectural design and program management. Produces and maintains a wide variety of facility design products. Manages facility space utilization and vehicle parking programs. Coordinates, plans, and schedules with organizational managers and customer emergent facilities requirements.

  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is to refrain from use of illegal drugs
  • Required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force. Must sign a statement acknowledging the position occupied is identified as a TDP
  • May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, and other tasks.
  • This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the (Cont. below)

Conditions Of Employment In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. May be required to perform emergency handyman duties, when necessary, in support of facility program needs. May be required to perform a variety of small, semi-skilled handyman work that does not allow for a timely Civil Engineering or Contractor response. IAW DoDI 3020-42 the position has been locally or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes using the knowledge of Air Force Civil Engineer Instructions, National Electric codes, National Fire Protection Agency Codes, Americans with Disabilities Act, Uniform Building Codes and construction and security directives for Sensitive Compartmented Information Facilities (SCIFs); practical knowledge of engineering and construction standards, engineering drawings, symbols, terminology, methods, practices and techniques, materials and equipment to determine compliance with federal, state, and local codes and regulations; knowledge of physical security, electronic security and limited security systems. OR EDUCATION: Applicant has successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant has less than the full amount of specialized experience required but has more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, has a combination of experience and education. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of civil engineering instructions, national Electric codes, National Fire protection Agency codes, Americans with Disabilities Act, Uniform Building codes and Sensitive Compartmented Information Facility (SCIF) construction and security regulations and policy to ensure compliance on all construction-remodel projects. Knowledge of engineering and construction standards; engineering drawings, symbols terminology, methods, practices, techniques, materials, and equipment to determine compliance with Federal, state, and local codes and regulations. Knowledge to plan schedule and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of facility management operations. Knowledge of physical and electronic security regulations, health, safety, and environmental requirements. Knowledge of computers and Microsoft Office suite programs (Windows, Word, Excel, PowerPoint, Power BI, Outlook, and SharePoint) and AutoCAD software. Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and to recommend timely and economical solutions. Ability to communicate effectively orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty.
