The primary purpose of this position is to manage NORAD and USNORTHCOM buildings and other facilities to provide organizations with appropriate office space and essential building services as it relates to facility space assignment and utilization and parking, IAW DoD, Air Force, Command, local and other policy regulations and documents.

Duties

- Performs a wide range of complex real property planning, architectural design and program management. - Produces and maintains a wide variety of facility design products. - Manages facility space utilization and vehicle parking programs. - Coordinates, plans, and schedules with organizational managers and customer emergent facilities requirements.

  • Physical/Medical examination is required as a condition of employment for pre-employment and as required, during employment. Incumbent must successfully pass examination and be able to continually perform the physical requirements of the duties.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY).
  • Employee may be required to work and/or be “on call” after normal duty hours, which may include evenings, weekends or holidays.
  • This position is eligible for situational telework, which is separate and distinct from the employee’s eligibility. DD Form 2946, DoD Telework Agreement and required telework training must be completed prior to participation in telework program.
  • May be required to perform emergency handyman duties, when necessary, in support of facility program needs.
  • May be required to perform a variety of small, semi-skilled handyman work that does not allow for a timely Civil Engineering or Contractor response.
  • The position has been locally or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicant musthave one year of specialized experience equivalent to the GS-09 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes using the knowledge of concepts, principles, procedures, regulations, laws, and instructions applicable to Building Management; provides technical and functional assistance to the supervisor in regard to making decisions pertaining to Building Management; possesses the technical competencies to perform functional position requirements in Building Management; prepares and/or executes programs, policies, procedures and activities in Building Management. Or Education: Applicant musthave successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts. Or combination of Education and Experience: Applicant must have less than the full amount of specialized experience required but have more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, have a combination of experience and education. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of civil engineering instructions, national Electric codes, National Fire protection Agency codes, Americans with Disabilities Act, Uniform Building codes and Sensitive Compartmented Information Facility (SCIF) construction and security regulations and policy to ensure compliance on all construction-remodel projects. 2. Knowledge of engineering and construction standards; engineering drawings, symbols terminology, methods, practices, techniques, materials, and equipment to determine compliance with Federal, state, and local codes and regulations. 3. Knowledge to plan schedule and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of facility management operations. 4. Knowledge of physical and electronic security regulations, health, safety, and environmental requirements. 5. Knowledge of computers and Microsoft Office suite programs (Windows, Word, Excel, PowerPoint, Power BI, Outlook, and SharePoint) and AutoCAD software. 6. Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and to recommend timely and economical solutions, and ability to communicate effectively orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
