This position is in Office of Mission Support; Office of Human Capital Operations; Labor, Suitability, and Conduct Division; Labor Relations and Investigations Branch/Employee Relations Branch. About OMS. This is an office-centered position*--you must physically report to one of the duty stations stated in this announcement on a regular basis (location TBD after candidate selected).*EPA offers work-from-home and work schedule flexibilities as described in the Benefits section.

Qualifications

NOTE:  You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-14 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-13 level defined as providing guidance to management on all phases of labor and employee relations, including negotiating and administering labor management agreements, taking discipline and adverse actions, and representing the agency before third parties. Your answers to the online assessment will be used to evaluate your competencies in the following areas:  Knowledge of alternative dispute resolution techniques Skill in negotiating contracts and agreements Skill in applying labor relations concepts, principals, and practices Skill in oral communication Ability to develop and implement policies and procedures Knowledge of rules, regulations, and policies governing grievances, appeals, and other labor and employee relations issues Ability to identify, analyze, and evaluate issues and develop appropriate courses of action Skill in written communication Skill in project management Ability to evaluate and apply new or modified techniques to changing labor and employee relations issues Skill in networking Ability to make presentations to groups Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
