The primary purpose of this position is to serve as a NGB MAJCOM level Senior/Lead Management Analyst, to lead ANG manpower teams, plan, organize, and determine necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of assigned Headquarters Air National Guard (ANG) Manpower and Organization program(s).

Duties

Analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of HQ Air National Guard assigned Manpower and Organization programs. Programs relate to one or more of the following tactical/strategic areas: ANG mobilization, exercise, rescue, foreign military sales, special operations, contingency, and long-range strategy for the bed down of new aircraft rebasing concepts, ANG organizational remissionings, PPBS, etc. As the ANG manpower Lead Management analyst, analyzes and evaluates substantive program operations, management and organizational effectiveness, efficiency, and productivity. As the senior analyst, leads, conducts, and applies ANG Manpower Standards Development or Unit Type Code "Manpower Force Element" Study Teams for 90 wings, 250 GSUs, and multitude of work centers to quantify manpower at varying workloads. Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Documents planning and programming decisions in appropriate formats to meet Air National Guard, Air Force and Gaining Major Command Manpower requirements. As a senior management analyst, serves as expert planner, and advisor to senior staff on ANG manpower models for all types of flying units, non-flying units and enlisted grades. Manages/Leads the Air National Guard enlisted grades program for traditional guardsmen. Coordinates with the Air Force Manpower Analysis Agency (AFMAA) and ANG Functional Area Managers to develop, maintain and modify when necessary, the Grades Models CPGs parameters used to establish the ANG enlisted grade structure. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s). Develops and prepares a variety of correspondence and other documentation, i.e., formal letters, position papers, reports, staff studies, staff summary packages, briefings, charts, bullet background papers, etc.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes the understanding of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as mission and flight operations, tactical airlift, tactical training, rescue, deployment, mobilization, PPBS, acquisition, special operations, exercise, foreign military sales, contingency, or similar operations. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning accuracy, as related to actual events. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of ANG command level manpower program for conducting major ANG missions such as rescue, mission and flight operations, tactical airlift, air refueling, deployment, mobilization, exercise, acquisition, special operations, or similar operations. 2. Knowledge of goals, resources, objectives, organizations, functions, and sources pertinent to the program(s) and the organizations studied or served, and related customers, functions, resources, and users. 3. Ability to use computer systems to perform highly complex data analytics and produce detailed reports applicable to a management engineering studies, data manipulation and extraction techniques; and demonstrated skill locating and accessing information with a personal computer and software programs. 4. Expert ability to gather, assemble, and analyze facts, and determine the correct tool to apply to difficult study scenarios; draw sound conclusions to ensure management engineering program standards are achieved; devise solutions to highly technical management engineering problems; identify changes and trends; and prepare, present, and defend complex and sometimes controversial advice, briefings and reports. 5. Ability to plan, organize, and lead teams in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 6. Expert knowledge of analytical and evaluative methods to develop and validate manpower standards and resources. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position.
