The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to NGB/A1MM Management Engineering Operating Location at McGhee Tyson ANGB TN.
Duties
Plans, organizes, and directs the activities of NGB/A1MM, ensuring that Management Engineering provides managers with objectively based information for making decisions on the effective utilization and programmatic aspects of the ANG's manpower resources. Complies with legal and regulatory requirements and meets customer needs.
Exercises first level supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements.
Designs, plans, and conducts re-engineering studies of the structure and or functions of organizations with extremely interrelated work processes and functions and accurately advises or proposes solutions to improve processes, and maximize mission accomplishment and resource utilization.
Designs, plans, and conducts management surveys, reviews, and research projects and provides advisory services of a wide variety of substantive issues with extensive scope, complexity, and impact throughout a complex organization(s) with interrelated processes and functions.
Designs, plans, and conducts work measurement, methods and procedures, engineered time standards; reviews and implements changes to organization and resource controls/programs, and or benchmarking studies of complex interrelated substantive work processes of functions.

- This is a drug testing designated position under the Air Force Civilian Drug Demand Reduction Program, Category II/Type 5 (Code “O”). The incumbent is subject to random testing for drug use.
- A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
- This is a centrally managed position.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes establishing criteria to measure and or predict the attainment of program or organization goals and objectives, promulgating program guidance for application across organizational lines or in varied geographic locations and or evaluation of program effectiveness to include analytical and investigative procedures to conduct manpower standards development studies.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of goals, resources, objectives, organizations and functions relating to ANG unit structure, missions, programs and organizational relationship. Knowledge of analytical and investigative procedures to conduct manpower standards development studies.
2. Knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs.
3. Skill in designing and conducting complicated management studies, and preparing solutions to especially broad, important and severe management problems. Skill in planning, organizing, and directing team study work, and effectively presenting staffing recommendations and ability to conduct critical negotiations with management.
4. Ability to gather, assemble, and analyze program information, draw conclusions, and devise solutions to problems. Ability to communicate effectively, both orally and in writing.
5. Ability to maintain good working relations and deal with customers using a high degree of tact and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
