About the Position: Serve as a Program Analyst for the Office of the Chief of Army Enterprise Marketing (OCAEM), Management Directorate.
Duties
Serve as a planner, analyst, and advisor to management on program cost analysis, annual/multi-year and long-range fiscal/program planning, and/or commercial issues for key agency programs.
Conduct cost comparison/benefit studies of current or projected programs; develops lifecycle cost analyses of projects.
Evaluate program policy and ensure that program contracts conform to all Federal regulations, Congressional legislation, and with the most current DoD and Army standards.
Interpret data presents high level briefings, including narrative/oral presentations, fact sheets, information papers, graphs, and charts to provide basic information for management decisions and program justifications to the Director of Marketing.
Represent the Agency in matters directly related to the scope, character and award of the Army advertising contract.
Develop and recommend budgetary requirements, taking into consideration current and anticipated program requirements, equipment, personnel, and strategic plans (long and short term).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.

- This position involves 51% or more of time in direct support of acquisition positions.
- This position requires certification in Acquisition Career Field “Acquisition of Services” at Practitioner Level, or the incumbent must be able to obtain certification within five years of appointment.
- This position is designated as Mission Essential. Employee can be required to remain on duty or report for duty during contingency operations or other emergency situations.
- Commensurate with mission requirements, the incumbent can be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays. Call back and emergency duty are regular requirements of this position.
- Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
- Practitioner Career Level Certification must be met within 5 years.
- Advanced Career Level Certification must be met within 4 years.

Specialized Experience: One year of specialized experience which includes provide direction or specification of objectives to the contracted advertising agencies; offer assessment of contactor agency proposals or invoices; and pursue issues concerned with deficiencies in contractor performance.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
