The Departmental Appeals Board (DAB), a staff division within the Office of the Secretary, provides impartial, independent hearings and appellate reviews, and issues final agency decisions of disputed decisions under more than sixty (60) statutory provisions governing HHS programs. The Immediate Office staff supports the DAB Chair and ensures that adjudication activities conform to the existing regulatory framework and comply with executive branch standards, reporting requirements and protocols.
Duties
The Executive Director for Adjudication will serve as an independent adviser to the Chair of the Departmental Appeals Board (DAB), providing high-level planning, oversight, and strategic guidance on all matters concerning the adjudicatory and alternative dispute resolution functions. This position involves directing and coordinating the implementation of major DAB-wide policies and procedures, enhancing case management systems, ensuring compliance with federal mandates, and driving organizational improvements. The Executive Director for Adjudication will work closely with judges, division directors, and other staff to foster efficiency and innovation in adjudication services, support training and development initiatives, and represent the DAB in high-level meetings and negotiations. The Executive Director will oversee the investigation and resolution of complaints and grievances, coordinate litigation-related activities, and manage special projects as assigned by the DAB Chair.

Qualifications
As a basic requirement for this position, applicants must have a full seven (7) years of experience as a licensed attorney that includes experience in adjudication, administrative law, and/or alternative dispute resolution at the Federal, State or local level. Applicants must have prior experience working at or above the GS-15 level or its equivalent with the state or local government, private sector, or non-government organization.
Professional Technical Qualifications (PTQs)
This position also requires that you possess PTQs that represent knowledge, skills, and abilities essential for success in this role. The narrative statements should demonstrate your specialized knowledge and technical competence. Please give concrete examples of your experience and demonstrate the complexity of the knowledge and skills you possess. You should address each of the following PTQs separately, with the total narrative not exceeding ten (10) pages.
1) Demonstrated expert knowledge of the administrative law and adjudicatory processes.
2) Demonstrated leadership experience in development and implementation of adjudicatory and alternative dispute resolution policy and procedures.
3) Demonstrated leadership experience in investigations related to employee complaints and administrative grievances.
4) Demonstrated leadership experience and advanced knowledge in legal technology and innovation.

Education
Must possess J.D. or LL.B degree.
You must have earned a professional law degree (e.g., J.D.) from a law school accredited by the American Bar Association and be an active member and be in good standing of the Bar in a State or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. You must include a copy of current/active Bar Membership under supporting documents tab "license" and transcripts.

Licensure
Applicants must be licensed and authorized to practice law under the laws of a State, the District of Columbia, the Commonwealth of Puerto Rico, or any territorial court established under the United States Constitution. Judicial status is acceptable in lieu of "active" status in States that prohibit sitting judges from maintaining "active" status to practice law. Being in "good standing" is acceptable in lieu of "active" status in States where the licensing authority considers "good standing" as having a current license to practice law.
