This position is located in the Office of Foreign Policy (OFP). You will serve as policy lead for a portfolio of regions or sectors that may include but is not limited to Europe; South/Central Asia; Indo-Pacific; Middle East, North Africa; Sub-Saharan Africa; Western Hemisphere; Energy & Critical Minerals; Multilateral Affairs; and Information & Communications Technology, undertaking special projects & assisting with formulation and implementation of major DFC policies, activities, & objectives.
Duties
Oversees a team of policy officers, providing strategic guidance across a portfolio of regions and sectors that may include a subset of but is not limited to: Europe; South/Central Asia; Indo-Pacific; Middle East, North Africa; Sub-Saharan Africa; Western Hemisphere; Energy and Critical Minerals; Multilateral Affairs; and Information and Communications Technology, undertaking special projects at the request of the Office of the Chief Executive and assists with formulation and implementation of major DFC policies, activities, and objectives.
Clear policy papers, briefing memos, press guidance, correspondence, and other documents for use by Office of Chief Executive or other Principal-level meetings.
Draft materials as needed. Coordinate, participate in, and/or accompany Principals in meetings as subject matter expert.
Monitor and analyze important regional or sectoral political and economic events, keeping senior leadership and regional working groups informed of significant trends affecting U.S. national interests and DFC equities.
Coordinate and provide timely responses to the inter-agency based on organizationally directed tasks in meetings.
Foster collaborative relationships with relevant country and regional offices in adjacent U.S. government agencies and respective project leadership.
Maintain awareness of DFC's existing portfolio and pipeline of prospective transactions across regions or sectors within purview.
Coordinate routinely with DFC's Office of External Affairs (OEA) on substantive inputs for press, Congressional, and non-U.S. Government engagements.
Provide strategic counsel to the Office of Foreign Policy, the CEO and DCEO, and the Head of Investments on foreign policy matters and assist in negotiating and resolving issues and differences that cut across DFC offices and departments by enhancing regionally focused communication and policy coordination.
Provide strategic guidance on topics such as State-Owned Enterprises (SOEs), Belt and Road Initiative (BRI), projects connected to the People's Republic of China (PRC), and workers' rights.

Requirements

- May be required to successfully complete a probationary period
- Selection may require completion of a one-year supervisory or managerial probationary period unless met during prior Federal service

- Must be able to obtain and maintain a Top-Secret/Sensitive Compartmented Information (SCI) security clearance
- This position will require occasional domestic and international travel.
Qualifications
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
You may qualify at the GS-15 level, if you fulfill the following qualification requirements: One year of specialized experience equivalent to the GS-14 grade level in the Federal service that includes working across agencies to advance foreign policy and/or US. Government initiatives in the Middle East or Africa, including in any of the following areas: multilateral affairs, information and communications technology, infrastructure, climate adaptation and resilience, global health, energy, agribusiness, and/or small business financing.
Note: Education is not substitutional at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
