This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This vacancy exists within the office of the PEO CS&CSS. Positions will be specifically located in the PEO CS&CSS, FP.

Duties

Serves as the senior Operations Research Analyst for one or more major combat vehicle systems or a major category of combat vehicle technology under project management. Leads and directs a variety of studies to develop, review, validate, maintain, present and defend Program Manager (PM)/PEO/DA positions on varying aspects of Business management for assigned programs. Formulates and guides team effort and/or tasks, coordinates and incorporates the work of PM analysts and supporting organizations. Analyzes mission requirements to determine baseline parameters, specific cost factors and relationships to be used in constructing cost models. Develops cost estimates and evaluates data for accuracy, adequacy, significance, and validity. Consolidates and evaluates study input from team members and ensures that cost and related study data are properly organized and presented. Develops/reviews funding baseline requirements for budget input. Assesses all current and out year budget impacts by appropriation and by cost element and defends requirements through appropriate HQ channels.

• Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
• This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
• This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 10% of the time.
• This is an Army Acquisition, Logistics and Technology Workforce position.
• Selectee must meet position requirements for practitioner certification in (P) Business - Cost Estimating within 60 months as of entrance on duty.

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. EDUCATION REQUIREMENT (IOR): Education must have been completed in a U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the U.S. Department of Education. A. Successfully completed all of the requirements for a Degree in Operations Research (Note: You MUST attach a copy of your transcripts showing you meet this requirement.) OR B. Have a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, economics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. (Note: You MUST attach a copy of your transcripts showing you meet this requirement.) In addition to the basic education requirements identified above, applicant must also describe the experience you possess that demonstrates your ability to perform the work of an Operations Research Analyst at the NH-03 grade level or equivalent pay grade level in the Federal Service. SPECAILIZED EXPERIENCE: your resume must describe one year of specialized experience equivalent to the NH-02 level which includes: 1) Utilizing cost analysis systems (e.g. Automated Cost Estimating-Integrated Tools (ACEIT) for Life Cycle Cost Estimate and Program Office Estimate (POE)) in support of acquisition programs; 2) Building cost estimates in accordance with accounting laws, regulations and procedures to ensure data is accurate and in compliance; 3) Preparing cost comparisons to ensure project costs do not exceed budget (e.g. Analysis of Alternatives (AoA), Cost Benefit Analysis (CBA), or Economic Analysis). The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 (or GS-11 equivalent).
