Join the Division of Compliance Management (DCM), the focal point and liaison with the Department of Health and Human Services (HHS) and other federal agencies in the coordination of management activities. DCM directs and implements a broad range of NIH management programs, including the NIH Policy Manual, Delegations of Authority, FAIR Act Inventory, Reorganization Management, Records Management, Litigation Hold, Forms Management, Privacy, Regulations, and Federal Register. Duties

Serves as an agency representative to work closely and proactively with legal counsel within HHS to ensure that records/information assets are managed to ensure government accountability, protect the interests of the public, and mitigate records-related litigation risks. Informs appropriate NIH leadership of all litigation hold requests and manages the tracking of records affected by litigation hold requirements. Works with the NIH system owners to build records management functionality into the enterprise architecture and ensure all NIH information systems incorporate records management functionality appropriate to the information assets they support. Consults with agency executive leadership to assure that records management technology is consistent with HHS and NIH enterprise architecture. Serves as an NIH representative at HHS or the National Archives and Records Administration (NARA) meetings to discuss changes in legislative requirements, new mandates, or strategic planning efforts affecting the agency.

Requirements

Qualifications

You qualify at the GS-11 level if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: maintaining public records in compliance with laws, regulations, and policies; participating in identifying program risk gaps; maintaining both paper and electronic records management systems; and assisting in the development of change-management or communication plans; OR Have successfully completed at least 3 full years of graduate education towards a Ph.D. degree or equivalent in a field directly related to this position (law, records management, etc.); OR Have a combination of post-baccalaureate education and experience that meets 100% of the qualification requirements for this position. You qualify at the GS-12 level if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: creating, maintaining, and disposing of public records within strategic records management plans; formulating paper and electronic record-keeping guidance in accordance with appropriate policies and mandates; developing strategic records management and communication plans; streamlining records management processes and procedures; and providing records management training for an organization. You qualify at the GS-13 level if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: planning, organizing, and developing policies or procedures for records information management for an organization; participating in the development of a records management strategic plan; developing and implementing records management training for employees, managers, and recordkeeping staff; working with an organization's leadership and counsel to ensure that records assets are managed effectively to mitigate litigation risks; and ensuring that records are maintained, stored, and disposed of in compliance with an organization's regulations and standards.
