The Program Manager, Informatics Management Specialist, position is under the direction of the Associate Chief of Pharmacy, Fredericksburg Health Care Center (FxHCC), and in concert with other supervisory personnel within the Pharmacy Section. The Program Manager, Informatics Management Specialist, is responsible for the daily operation of the pharmacy's automated data processing and management information systems.

Duties

The Fredericksburg Healthcare Center (FxHCC) is scheduled to open in March of 2025. Those hired for these positions will be required to work at the VA Medical Center or one of the other CBOCs (management determination based on need) until the Fredericksburg Healthcare Center (HCC) opens. VA Careers - Pharmacy: https://youtube.com/embed/Fn_ickNBEws The Program Manager, Informatics Management Specialist, will be under the administrative supervision of the FxHCC Associate Chief of Pharmacy and must possess the knowledge, skills, and abilities to perform the following functions: The pharmacy specialist must have a thorough knowledge of all VISTA pharmacy programs, VISTA service-integrated programs (e.g., Allergy Tracking), the graphical user interface (GUI) employed by VHA, Medication Dispensing/Distribution Solutions (e.g., Omnicell/Pyxis), VA Fileman, CPRS, personal computer software commonly used by personnel, software used in the operation of all automation employed by the section and network software used to administer the PC networks within the section/service. Working knowledge of the hardware required to efficiently use all software employed by the section. Reviews data collected manually and devises methodologies of converting manual data collection systems to automated systems Acts as a liaison between Pharmacy Section and Informatics' staff. Maintains familiarity with all pharmacy operations impacted by applications employed and proposes operational changes to supervisory staff when automation provides the opportunity to gain efficiency Serves as network administrator for several PC-based pharmacy networks, which include pharmaceutical prime vendor (e.g., McKesson), outpatient dispensing (e.g., ScriptPro), and automated dispensing cabinets (e.g., Omnicell/Pyxis), among others Troubleshoots all software-related problems within Pharmacy; Installs, troubleshoots, and otherwise maintains Drug Accountability software installed in the local host system; Serves as the FxHCC's coordinator for beta testing of Drug Accountability new versions and patches prior to release, thoroughly testing such software and providing feedback directly to the developers. Orients all new staff to use of VISTA/CPRS, mailman, ADP security, NT Network, Outlook, etc.; The specialist is responsible for keeping the Director and pharmacy supervisors informed of all administrative or technical issues that may impact Pharmacy programs. The specialist is responsible for general supervision and direction of any pharmacy staff assigned to ADP-related functions Attends meetings as the Pharmacy Section ADPAC/lnformatics Specialist as assigned Develops and maintains all ADP-related contingency plans required by the FxHCC and CVHCS; Develops an annual internal control plan for the pharmacy; Other duties as assigned. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Licensure Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. § 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification. Grade Determinations: Program Manager, Informatics Management Specialist, GS-13: Assignment: The Program Manager, Informatics Management Specialist, will be involved with the independent practice of pharmacy with respect to applying computers, technology, and automation to pharmacy practice to enhance the ability of the section to process workload and collect/analyze data. The specialist is responsible for the professional, administrative, and technical management of the section's ADP, Internal Control and MIS programs in accordance with the framework provided by Pharmacy and IRM service policies, agency regulations and state and federal laws that govern pharmacy practice. The FxHCC specialist will collaborate with the Richmond VAMC specialist to ensure continuity of systems design and function. This position is responsible for coordination, development, and implementation of all pertinent information applications to support clinical practice administration, educational development, research initiatives and the computerized medical record in Pharmacy Section. This Program Manager, Informatics Management Specialist, will be under the administrative supervision of the FxHCC Associate Chief of Pharmacy. Experience: In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. AND, Pharmacists assigned to this position must demonstrate the following KSAs: Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards for their program area. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters. Preferred Experience: Previous ADPAC experience preferred however not required. Physical Requirements: The physical demands of the work are generally minor. The work is primarily sedentary in nature and usually occurs within climate controlled clinical and administrative settings. Use of fingers may be required to operate computers. There may be occasional light lifting/carrying (15 pounds or less) requirements to relocate boxed materials from one area to another, equipment and room set-up, and ambulation related to physical inspections of the facilities.
