As a Communication Specialist you will perform a full range of duties and responsibilities to expand the organizations reach, digital footprint, and other targeted relationship building to the nation's Gatekeepers.

Duties

As a PROGRAM ANALYST you will be responsible for the following duties: This position as a Program Analyst (Marketing and Communications Specialist) is located in the Shared Services Division of the Center for Development of Security Excellence (CDSE), Defense Counterintelligence and Security Agency (DCSA), Department of Defense (DoD). Duties as follows: The Marketing and Outreach Team Leader: - Designs, develops, and deploys survey instruments to gain critical insights about the effectiveness of CDSE's marketing and communications strategies and channels with internal and external stakeholders, and seeks to uncover opportunities to extend audience reach. - Defines key performance indicators for channels, then monitors, reports upon performance and makes recommendations for adjusting strategies to achieve objectives. - Leads efforts to manage and respond to stakeholder feedback gleaned through various feedback loops, as requested and appropriate. - Supports the development and execution of the strategic direction, goals and initiatives for the team, strategic communications plan and campaigns that tell the CDSE story and promote its products, services, and events to furthest extent possible. - Builds and maintains the marketing and communications editorial calendar, ensuring team members are apprised of and adhere to plans. - Oversees development of and finalizes command briefings, talking points, fact sheets, questions and answers, one pagers and in progress review briefings for leadership ensuring accuracy, completeness, and consistency of message and brand. - Assists with marketing and communications events and exhibits in various capacities from planning to execution, including developing requirements and conducting market research. - Develops and/or reviews SOPs, policies, and marketing/communications plans for comprehension, completeness, accuracy, and currency. - Works on project teams across various parts of the organization to recommend and develop marketing and communications plans to achieve objectives. Thinks strategically about how marketing and communications can drive added value and makes recommendations. - Performs other duties as assigned.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS-/ GG- 12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. - Designing, developing, and deploying marketing and communications creating products or mediums using various channels for internal and external stakeholders. - Utilizing creativity and critical thinking to achieve organizational outreach and engagement objectives to drive value. - Developing presentations, talking points, fact sheets, or other informational media for stakeholders. - Planning events such as conferences or exhibits and is able to work collaboratively while supporting multiple projects Specifically you will be evaluated on the following competencies: 1.
