This is a National Guard Title 5 Excepted position for a T5 FAMILY PROGRAM SPECIALIST, Position Description Number PDT5300000 , and is part of the SC J11, South Carolina Army National Guard.
Duties
This position is located in the Joint Force Headquarters (State), Manpower and Personnel Directorate (J-1), Support Programs Division. The purpose of the position is to plan, coordinate, implement, execute, and manage the Family Program for National Guard members and their families and provide commanders with staff assistance in solving problems affecting the military community and in improving the quality of life and well-being of members of the National Guard throughout the state.
Work involves supervising or performing work requiring knowledge of (a) the basic processes of administration, (b) the principles and standard practices of management, and (c) the techniques of organization, direction, coordination, and control
Requirements

- For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
Qualifications
THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION OPEN TO THE FOLLOWING AREA OF CONSIDERATION (AOC):
Area of Consideration: This position is open to Area 1 Only.
Area 1: Current employees (Tenure 1 and 2 / internal to the Agency)
Area 2: All other applicants (external to the Agency)
*Temporary and Indefinite employees do not meet permanent tenure requirements and are not eligible for Area 1.
For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
GENERAL EXPERIENCE REQUIREMENTS: Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE REQUIREMENTS:1 year specialized experience, education or training equivalent to at least the next lower grade level. Applicants must have experience providing technical guidanceand assistance in the type of work or in comparable work of the position to be filled. Applicants must have a thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures.
Education
Substitution of Education for specialized experience - Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for GS-4 positions. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions.
