The incumbent serves as a Program Specialist within the Chief of Staff office at the Columbia VA Health Care System (CVAHCS) and is responsible for coordinating, developing, and directing the Facility Physician Recruitment Program. The incumbent is supervised by the Clinical Operations Officer under the Chief of Staff Office.
Duties
The incumbent serves as a resource for individuals inquiring about physician recruitment for CVAHCS facility providing advice and guidance on the procedures of applying for a position, explaining recruitment/relocation incentives, Education Debt Reduction program, credentialing and privileging as well as the stage of the recruitment process to include EQIP completion and pay and benefits information. Duties include but are not limited to:
Serve as the Subject Matter Expert in recruitment and placement of Title 38 Physicians for the clinical services.
Develop outreach techniques to locate qualified and diversified candidates for hard to fill positions.
Liaison with Universities and Colleges to ensure continued receipt of communication from qualified applicants.
Utilize multiple advertising and face to face venues to accomplish the mission, to include but not limited to, Career Fairs at Universities and Medical Schools, Virtual Job Fairs, Commercial Job Fairs, and other methods which may include alumni networks or employee referrals.
Advise and train managers on recruitment strategies, sources of recruitments, and special programs.
Work with Services to identify and recommend appropriate recruitment incentives for key positions.
Assist managers in completing VA Recruitment incentive forms.
Develop and implement branding techniques and materials that will conform and naturally associate with the VA branding and marketing tools.
Research and utilize appropriate recruiting tools from VA and VHA.
Collaborate with Public Affairs to develop a marketing campaign designed to attract individuals that may not initially be interested in relocating.
Maintain a database to track positions and candidates leads for short- and long-term use.
Serve as local facility subject matter expert for Non-Citizen, VISAs, and the applicable standards and procedures for these types of appointments.
Analyze trends and forecast changes in workforce requirements and prepare reports and recommendations monthly as to the most effective manner of recruitment.
Manage and/or prepare reports and coordinates the establishment and tracking of HR metric and provide a weekly report to the Chief of Staff as to areas for improvement.
Work with Service Chiefs on the development of pay for performance standards and track and trend the completion and performance standard improvements and provide a biannual report to the Chief of Staff.

Work Schedule: Monday- Friday 7:30 am-4:00 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Selective Placement Factor: Must possess Physician and/or advanced practice provider recruitment experience in either a Federal or Private Sector Hospital or Health Care System
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of pay plans, occupational series, retention/relocation/recruitment incentives, career programs coverage, and the physician base pay and market tables and tiers. Experience in analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Experience in managing programs; providing oversight to collateral staff, motivating others to take necessary actions, and negotiating allocation of resources for programs. Demonstrated experience in written and oral communication; conducting educational classes, negotiating salaries, incentives, positions and benefits. Experience in writing effective recruitment and promotional material, analytical reports, and plans for improvement.

Physical Requirements: Regular and recurring work performed involves sitting at a desk, and/or attendance at conferences/meetings. Some physical demands evolve from stressful and protracted negotiations as the liaison with all services and in putting together customized recruitment packages that will successfully place a physician in needed positions within the medical center.
