This Management Analyst, GS-0343-11, will serve within the Health Eligibility Center (HEC), Quality Assurance and Member Benefits Division (QAMB) of VHA Member Services. The employee wil provides a variety of administrative, technical, analytical, and management and program support in fulfilling the mission of the organization.The incumbent conducts various projects assigned directly by HEC leadership or QAMB management.

Duties

Major Duties include (but are not limited to): Analyzes results of audits and inspections and drafts reports and recommendations for supervisor review; Recommends changes to program policies, procedures and processes based on new legislation, program software changes, and data and feedback from the field facilities; Analyzes and reviews workload reports from various data sources and determines accuracy of such reports to provide answers to management questions; Provides written and oral guidance that is clear, concise, and targeted to perceived readers level of experience; Assists in analyzing, evaluating, processing, and making recommendations for effective organizational changes; Participates in special studies on a wide variety of subjects in the accomplishment of measuring and reporting performance levels; Formulates and gathers measurement criteria in specified subject matter areas to develop key performance measures; Reviews policy and procedural drafts and makes recommendations to ensure appropriate wording, documentation flow, and compliance with applicable agency policies and procedures; and Tests new software, patches, upgrades, fixes, etc..., to ensure the system is performing optimally for program success. Promotion Potential: This GS-11 position is being announced at the full performance level. Work Schedule: M-F, 8 hour shift between 7AM-5PM (TBD by Supervisor) Telework: Available. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/16/2024. Time-In-Grade Requirement (GS-11): Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this GS-11 position, you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that verifies your time-in-grade eligibility must be submitted with your application materials. Please ensure you submit your most recent SF50 (if applicable). If your most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade as required by the announcement. In this instance, you must submit additional and suffient SF-50's that clearly demonstrates one-year time-in-grade. Please Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your Specialized Experience and/or Education as described below. Specialized Experience (GS-11): You must have one year of Specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of Specialized Experience include (but are not limited to): 1) Designs and prepares management reports for use by top management for workload analysis, budget preparation, and control 2) Prepares all program related reports with analytic data and presents or shares the information verbally or on share point 3) Analyzes data, identifies discrepancies, makes corrections, and recommends a course of action, including corrective actions, to assure accuracy and timeliness of future data input 4) Reports on program efficiency, effectiveness, successes, and challenges and makes recommendations to the supervisor for all program related issues 5) Assists supervisors with analyzing and evaluating the effectiveness of programs or operations in meeting established goals and objectives 6) Applies analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations 7) Conducts detailed analysis of complex functions and work processes and presents ideas and concerns to management OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., (if related) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., (if related). You will be rated on the following Competencies for this position: Decision SupportInformation ManagementKnowledge ManagementTechnical Credibility Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although slight physical effort may be required.
