This position is located with the Bureau of Indian Affairs, Northwest Region, Regional Office, Division of Trust Services, Branch of Land, Titles and Records in Portland, OR, or Vancouver, WA or TBD.
This is not a remote position. The employee's duty station will be at a BIA, BIE, or BFTA office located throughout the country. Final duty location must be in agreement between the supervisor at the approval of the Regional Director.
Duties
Serve as the Land Titles and Records Manager and expert staff authority on all actions and operations related to program, including implementation of Department regulations, policies, procedures and guideline.
Responsible for planning the budget Land Titles and Records that has many fulltime permanent positions (including Manager).
Interact with other offices in the federal government (i.e. Office of the Special Trustee, Office of Hearing and Appeals, Bureau of Land Management, and Department of Justice, etc.).
Act as a team leader for all internal reviews for the program.
Represent Land Titles Records in providing the authoritative and expert advice, technical assistance, guidance and interpretation to beneficiaries, agencies, tribes, and outside entities.
Serve as primary expert and advisor to Regional Director and Deputy Director on all matters that pertain to title matters and implementation and accuracy of titles.
Designated Contracting Officer Representative on contracts and grants negotiated in support of the operation of the program.

- Is not a remote position. Duty Station will be at a BIA, BIE or BTFA office located in the United States and negotiable with an agreement between Supervisor at the approval of the Regional Director. Salary will be set based on the Duty Station.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0901).
GS-12: I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-11 in the Federal Service (obtained in either the public or private sector). This experience includes responsible for the leadership, management, program planning and implementation for all facets and activities of trust, title & income to include land titles and records, probates, GIS mapping; ensure title to trust and restricted lands is correct and current; verify that legal land descriptions are correctly depicted on maps that are utilized by the regional offices programs; research and analyze complex property and probate laws for trust and restricted lands; verify ownership of restricted lands and review complex title documents; assure the accuracy and timeliness in completion of probates for deceased land owners, issuing and certifying trust and restricted land titles in a timely manner for recordation and distribution of income from trust and restricted lands, and all GIS mapping functions for the region.
